Artis, Bradley expected to be returned to county Saturday

A man wanted in the fatal shooting of a 1-year-old and another wanted in an unrelated shooting in Weldon are expected to be brought back to Halifax County for processing Saturday.

Weldon police Chief James Avens confirmed Malcolm Artis will be brought back from Georgia and Dennis Bradley will brought back from Hanover County, Virginia, where he was picked up.

Both men are expected to be transported to the Halifax County Sheriff’s Office where they will be booked and court dates assigned, Avens said.

Artis faces charges of first-degree murder, attempted murder and discharging a weapon into an occupied dwelling in the shooting death of 1-year-old Jaxson Clay following a drive-by shooting which occurred December 7 in the 700 block of Elm Street. The boy, who would have turned 2 on December 23, died in the early morning hours following the shooting.

Avens has said the drive-by was not random but has thus far declined to discuss motive.

It remains unclear why Artis fled to Georgia following the shooting.

Meanwhile, Avens said Bradley is also expected to be returned to the county Saturday.

Bradley is considered the intended target of a December 12 drive-by shooting  and was wanted by police for reportedly firing back at his reputed assailants.

That shooting occurred on December 12 in the 700 block of Maple Street.

Bradley, 20, was at the residence when shots were fired from a vehicle occupied by Raheem Scott and Khevon Weaver, Chief James Avens said.

Scott surrendered to police the following day at the urging of family members.

Police continue to look for Weaver.

Task force makes Friday arrests

The City County Drug Task Force made arrests in Roanoke Rapids and Hollister Friday.

In a Roanoke Rapids traffic stop agents seized approximately 3.7 grams of cocaine while the Hollister arrest involved marijuana, according to a statement by Captain A.M. Harris of the task force.

The Roanoke Rapids stopped occurred around 8 p.m. on Highway 125 near Sheraton Drive after Agent D.J. Epperson stopped a vehicle for a violation.

During the encounter with the passengers of the vehicle Epperson requested assistance and agents C.A. Parker, C. Babb and D.R. Radford and his dog, Tony, responded.

It was not immediately clear why Epperson requested assistance and Harris could not be immediately reached for comment this morning.

Tony made a sniff of the vehicle and made a positive alert for the presence of narcotics.

During the search, the passenger, James Brian Duke, 42, of Highway 48, Enfield, was reportedly found in possession of a bag of cocaine in his sock and another bag in a cigarette box in his underwear.

Separate fires consume two houses

The scene at Church Street.

Fires reported within about 30 minutes of another destroyed houses on Church and Harris streets this morning.

Assistance from volunteer fire departments spared further damages to neighboring houses, Roanoke Rapids firefighters said.

Lieutenant Gordon Pearson said the Harris Street fire was called in just as firefighters were getting the Church Street blaze under control. Engine 144 broke off to go to the Harris Street fire. “We had good response from Davie and Roanoke Valley Rescue Squad and were able to contain it. None of us have enough resources. We depend on each other,” he said. “We had good response. Rheasville responded to Church Street and stopped it from going to other houses.”

Lieutenant B.J. Harris said firefighters first responded to Church Street around 4 this morning. Firefighters arrived to find the front of the small, wood-framed house engulfed and a vehicle in the front yard ablaze.

No one was home at the time of the fire, Harris said. It took around 30 minutes to get the fire under control. “We were still getting it under control and getting it back to where we could handle it,” when the Harris Street fire was reported.

Chief Stacy Coggins called for Davie to assist at Harris Street and Harris called for Rheasville. “Once they got Harris Street under control, some of the Davie firefighters came back to Church Street,” Harris said.

Harris said the fire gutted the Church Street house and the vehicle was a total loss.

The occupant of the house came up afterward and was assisted by the American Red Cross.

Harris said the cause of the Church Street is undetermined. “Being that we couldn’t determine what caused it, we called the Roanoke Rapids Police Department.”

{gallery}1230fires{/gallery}

Harris Street

Pearson said firefighters arrived at the 500 block of Harris Street to find the house engulfed and fire coming out of windows and the attic.

Four people safely escaped from the house as well as a cat.

Pearson said it probably took 30 minutes to get the fire under control and firefighters remained on scene for two hours.

The cause of the fire may be linked to a space heater, Pearson said. “The owner said they had a suspicion a space heater was being used.”

The intensity of the fire melted vinyl siding of houses to either side.

The residents of the house were taken to a motel by police after the Red Cross made arrangements.

Said Pearson: “We were fortunate with the situation we had to contain both houses. That’s something, we have real good relationships between Station 14 and surrounding departments, Halifax EMS and Roanoke Valley.”

Simpson

Halifax County commissioners this morning honored Hollister native and The Voice contestant Brooke Simpson with a proclamation recognizing her performances on the NBC talent show.

While Simpson, who finished third in the competition, was not at the meeting, board Chair Vernon Bryant said he plans to present it to her at a reception this evening in Hollister where the singer will greet her fans. The reception is planned for 7 p.m. at the Doe Spun building.

“She never forgot Halifax County or Hollister,” Bryant said before reading the proclamation. “She kept that at the forefront. We’re really proud of her. I was hoping she would win. There’s a lot to be said about coming in third place.”

The proclamation, which declares January 2 as Brooke Simpson Day, says she “represented Halifax County, the community of Hollister and the Haliwa-Saponi Tribe in the thirteenth season of NBC’s The Voice, coming in third and representing our community with pride, faith and humility.”

The document, which commissioners unanimously approved, says, “Mrs. Simpson wowed the nation with her beautiful renditions of O, Holy Night; Amazing Grace; Praying; Faithfully and many more wonderful songs … Mrs. Simpson spoke to and inspired young women around the globe with her original song What is Beautiful, an incredible message about beauty in today’s age.”

The proclamation praises Simpson for demonstrating professionalism, creativity and community spirit — “all tempered with humility, faith and (an) engaging personality — thus spotlighting Halifax County and the communities in which she grew up.”

Reads the proclamation: “She brought Halifax County, the Hollister community and the Haliwa-Saponi Tribe together and brought hope, pride and inspiration showing the community and the nation to never give up on your dreams … the Halifax County Board of Commissioners does hereby thank and express its sincere appreciation to Brooke Simpson for her remarkable and inspirational performances.”

Commissioners to begin studying school improvement plan

Commissioners this year will embark on meetings with the three school boards in Halifax County to discuss and possibly upgrade the current school improvements plan.

Revisions to the school improvements plan have been discussed as recently as October and the issue was on the agenda during the board’s annual retreat last month.

County Manager Tony Brown told the board today the plan is show the boards of education what is already on the books in the form of the county’s 2010-2015 plan and for the school boards to provide feedback on what has changed.

Commissioner Carolyn Johnson said she wants to know what the school districts “envision five years from now.”

Said Brown: “We’re trying to be as specific as possible.”

Board Chair Vernon Bryant asked whether the board is looking to re-establish the school improvement plan, to which Brown responded, “It’s open-ended right now. We want to do this thoroughly instead of quickly.”

Brown said after the meeting it will probably take two months to go through the entire joint meeting process. “By summer we may have a working document.”

Discussions of reviewing and possibly revising the plan came up in October when commissioners deliberated on funding a study of the current conditions at Weldon High School and discovery by Commissioner Marcelle Smith some of the schools in the current plan don’t exist.

Commissioners at that meeting agreed to take $38,000 from the county contingency fund to allow the Weldon system to pay for a study which could lead to recommendations on whether the high school should undergo renovations or whether a new school should be constructed.

The $38,000 was the price quoted by Raleigh-based Davis Kane Architects.

The company, in a July 21 letter to County Attorney Glynn Rollins, stated its goal would be to determine whether the school should be renovated or a new building should be constructed on a new or existing site.
