Man faces multiple fraud, larceny counts

A Roanoke Rapids man has been charged with numerous counts of fraud and larceny following an investigation by the Roanoke Rapids Police Department.

Bradley Aaron Bender, 26, of Roanoke Rapids, faces 10 counts of larceny by employee and 15 counts of obtaining property by false pretense, according to a statement by Chief Chuck Hasty.

Investigators G.L. Williams and O.L. Wiltsie additionally charged him with breaking and entering, larceny after breaking and entering and possession of stolen goods.

The detectives served Bender the outstanding warrants Thursday, Hasty said.

The charges stem from crimes reported on March 19 and 21.

On March 19 it is alleged Bender took tools from a business where he worked and on March 21 it is alleged he broke into a residence and took items.

It was not immediately clear the value of the items taken.

Through investigation, Williams learned most of the stolen items were pawned. Most of the items were recovered.

Bender received a $16,000 bond and April 4 court date.

 

In other matters Hasty reported the following:

On Thursday at approximately 9:45 p.m., Master Officer G. Colson conducted a traffic stop at Washington and Third streets for an investigation into erratic driving.  

The driver, Dale Eugene Godfrey, 35, of Littleton, was driving on a revoked license, was reportedly impaired and had a concealed firearm.

Godfrey was arrested and charged with driving while impaired, driving while license revoked, possession of firearm by felon and carry a concealed weapon.

He received a $5,000 bond and April 23 court date.

 

On Thursday at approximately 10 p.m., officers responded to a shots fired call in the area of Riverview Court and Old Farm Road.

Officers received two descriptions of vehicles possibly involved in the matter.

Officer M. Hunsucker spotted the two vehicles on Old Farm Road. The officer attempted to stop the drivers, but both refused.

One of the drivers pulled into the parking lot of Sheetz where officers encountered Andrew Smith III, 21, of Wilson.  

Smith was found with a rifle in the vehicle and investigation determined he was a convicted felon driving on a revoked license.

Officer Hunsucker arrested and charged Smith with failure to heed to blue lights/siren, driving while license revoked and possession of firearm by felon.

He received a $5,000 bond and April 4 court date.

The second vehicle was located unattended. A search warrant was executed and a firearm and narcotics were seized.

Hasty said no one has reported they were injured from the shots fired and no property damage, if any, has been reported.

Sheriff's office continues investigation of Thursday shooting

The Halifax County Sheriff’s Office is investigating a Thursday afternoon shooting in which two people were injured.

Lieutenant Joseph Sealey said the shooting occurred in the housing authority development off Highway 301 outside Weldon.

Their injuries were not believed to be life-threatening, he said. The victims were transported to a hospital for medical treatment.

Motive in the shooting, which occurred around 3 p.m., has not been established and investigation continues.

Officials: City without early voting site

Despite efforts to find an alternate location to have an early voting site in the city, there will be no one-stop precinct in Roanoke Rapids this year.

City officials and the Halifax County Board of Elections Office have confirmed the Roanoke Rapids Public Library will be used in the May 8 primary for voters who typically cast their ballots at the Neighborhood Resource Center on Jackson Street. All other city precincts during the May 8 primary will remain unaltered.

The resource center, which has been the traditional site for early or what is called one-stop voting, will be unavailable as a precinct leading up to the primary.

Early voting schedule

Early voting is scheduled to begin April 19 and 20 at the Halifax County Cooperative Agriculture Building on Ferrell Lane in Halifax from 8:30 a.m. to 5 p.m. and then April 23 through April 27 from 8:30 a.m. to 5 p.m.

It then will run April 30 through May 4 from 8:30 a.m. to 5 p.m.

There will be one Saturday for voting on May 5 from 8:30 a.m.to 1 p.m.

Additional sites include First Baptist Church at 577 West Franklin Street in Enfield; Halifax Community College in rooms 401 A and 401 B and Scotland Neck Town Hall at 1310 Main Street.

Early voting at the additional sites runs April 30 through May 4 from 8:30 a.m. to 5 p.m. with a Saturday, May 5 date, from 8:30 a.m. to 1 p.m.

Decision on center’s unavailability

The decision leading to the resource center not being available is tied to a decision allowing NCWorks to use the building until a new home is finished, both city officials and Halifax County Board of Elections Supervisor Kristin Scott have said.

Further complicating the matter is the departure through resignation of the Republican member of the county board of elections, Scott confirmed in a recent interview.

Roanoke Rapids has traditionally seen the highest voter turnout during the early or one-stop voting period, city and election officials have said.

At a press briefing today, Roanoke Rapids City Manager Joseph Scherer said the issue came up in December when NCWorks approached the city about its current location at Becker Village Mall. “They were having major working conditions and health issues with their office in the mall and they made arrangements to have their state office outfit their new offices.”

In the meantime, Scherer said, the agency asked whether they could use the Jackson Street resource center “for a few months, for four to five months, at least until they got their new offices outfitted.”

The agency had used the resource center in the past and still had some of its internet and printer connections located there. “So at the time I thought four or five months, six months at worst, no problem,” Scherer said. “It won’t interfere with the fall election so I agreed to go ahead and rent them a temporary space.”

It wasn’t until late February or March one of the precinct workers mentioned to him there was a primary. “I had not given that any consideration at the time there was going to be a primary. I was just more concerned about the general elections.”

Scherer said he contacted the county board of elections to discuss the problem. “I offered to help them find another building they could use.”

The buildings suggested included Fire Station 2 and the library. “They were really only wanting to use the Kirkwood Adams Civic Center, that’s really what they were wanting,” Scherer said.

However, because events were already booked the last two days, the city couldn’t make a full offer, he said. “They decided to find another location and left it at that. It was never put to me that it was my responsibility to find them a place in town. As far as I know there’s no general statute or anything that says that. They’ve used that building in the past but I cannot find any record where we had a formal contract.”

Said Scherer: “I want to make sure it’s understood that in no way did the city cause a problem here. I don’t feel like we are at fault in any particular way of Roanoke Rapids not having an early voting location.”

Statutory authority

City Attorney Gilbert Chichester said there is no statutory authority he could find making it the city’s responsibility to locate or provide an alternate site.

Chichester said, “I think it would be important to voters to be able to have a place in Roanoke Rapids and for that reason I have talked with attorneys at the state election board to look into alternatives of being able to still have the early voting in Roanoke Rapids.”

The loss of the one county board of election member, who resigned following the vote to use the college, has complicated the matter, Chichester said.

Scott said Republican Jane Watson was the board member who resigned.

Said Chichester, “The effect of that member resigning means that the remaining two members cannot take a vote to make a decision because they can’t take a vote with just two members. That’s just the way it is. In talking with the local board, their position is even if they wanted to move it back to Roanoke Rapids they can’t do it because they can’t take a vote with just two members.”

Chichester said he has placed calls to the state board and looked into the possibility of having another member placed on the county board.

However, the city’s attorney said, the state board had a meeting on Wednesday and the only action they could take was to seat an unaffiliated member on the state board. “Joe and myself have looked at this every way in the world. We looked at getting members placed and it can’t be done right now.”

While a 2014 proposed agreement was found at the board office in Halifax regarding use of the resource center, that document was never signed, Chichester said. It was unclear why it wasn’t signed.

Scott said she couldn’t find a signed agreement but said today she is willing to submit it once a full county board is in place.

Chichester said the city would be willing to negotiate an agreement for the city of Roanoke Rapids to provide a location for early voting

Said Chichester: “Absent getting the board back up to staff or having an agreement, the likelihood of a successful legal action is very low in my opinion. I’m sure there’ll be steps taken to make sure this doesn’t happen in the future.”

The attorney said in his research he hasn’t found anything that makes it the city’s responsibility to provide a location. “That’s with the election board. The city would be happy to provide a location, the city manager would be happy to make other locations in the city of Roanoke Rapids available.”

Said Scherer: “I have no problem with them using the resource building for early voting. It was just a short notice need by another state agency and I was unaware for any need for primary voting locations. I was making sure it would be available in the fall.”

Scott’s response

Said Scott in the recent interview, “My personal view is that it would be logical to have a precinct in Roanoke Rapids but by law it’s not required to have one there.”

She said this evening there are nominations in place to get the local board up to four members instead of three where it has been the past. That would eventually mean two Democrats and two Republicans on the local board.

Scott said, referring to Kirkwood Adams, “I don’t think the civic center would have worked for early voting with using just the hallway. The hallway is just not big enough for the turnout and making sure the equipment is secure each night. If we had full access to the building that would have been great.”

She the local board “never made it a requirement for the city to find us a new place. We were trying to work together as a team to resolve the issue.”

Reputed PNC robber remanded to federal custody

The man who allegedly robbed PNC Bank in December was remanded to the custody of United States Marshals today after breaking terms of his previous federal release.

Senior Judge W. Earl Britt in Raleigh ordered Dannie Simon Parker Jr. to federal prison for 24 months after violating the terms of his release.

Minute entries contained in the federal court record show Britt recommended Parker receive substance abuse and mental health treatment and recommended confinement at either Butner or a federal prison in Rochester, Minnesota.

The entries note Parker pled no contest to the violation.

In a preliminary examination of the government’s motion to revoke his supervised release, Magistrate Judge Kimberly A. Swank in February found probable cause “to believe that defendant violated the terms of supervised release by engaging in criminal conduct,” a statement referring to the charges of second-degree kidnapping and robbery in the Roanoke Rapids PNC case.

Swank further determined “that defendant has failed to establish by clear and convincing evidence that he will not pose a risk of flight or a danger to others if released. The court’s determination in this regard is based upon the following circumstances or reasons …”

Those circumstances and reasons include the nature and circumstances of the alleged violation; his criminal history and the lack of a suitable release plan.

Parker, who was 47 at the time of the Roanoke Rapids robbery, was released from federal custody on December 22, six days before the PNC heist.

The Raleigh man was charged federally in the November 7, 2008, robbery of Fifth Third Bank of Garner, according to the original indictment filed in the case. In addition to the count of bank robbery, he was indicted for entering the institution to steal money and for escaping a federal halfway house where he was confined at the direction of the attorney general, the indictment filed in May of 2009 shows.

He was sentenced in 2010 for the bank robbery count while the other charges were dismissed, according to federal court records. His sentence was for 120 months.

Under the terms of his release from federal prison, he was to serve three years of supervised release with the conditions that he not commit federal, state or local crimes and that he not be in possession of a firearm.

Roanoke Rapids police learned of the robbery after responding to a panic alarm from the bank, which is located in the Oakland Shopping Center.

Parker entered the bank, spoke with employees and then handed a note requesting money. The employees complied with the request and he fled the area.

Parker was later apprehended by city police officers, Halifax County Sheriff’s Office deputies, state Highway Patrol troopers  and City County Drug Task Force agents in the southbound lanes of Interstate 95 near the 163 mile marker.

Hasty said this evening the police department has referred Parker’s case to federal authorities for possible adoption.

He is scheduled for an April 23 court date in Halifax County on the local charges, according to state court records.

 

 

 

Medie Woodruff Merritt

Medie Woodruff Merritt, 92, passed from this life into her eternal home on Wednesday, March 21, 2018.

A native of Northampton County, Medie was the daughter of the late Clyde H. Woodruff and Lucille Hargrave Woodruff.

In addition to her parents she was preceded in death by her husband, Elmer L. Merritt; a brother, Thurman Woodruff Sr.; and a sister, Sue Woodruff Davis.

A retired homemaker, Medie enjoyed sewing, crafting, and gardening, as well as spending time with her family and friends.

Mrs. Merritt is survived by a son, Samuel T. ”Dickie” Jordan of Roanoke Rapids; a daughter, Helen Jordan Draper of Ahoskie; step-sons, Lawrence W. (Linda) Merritt of Clearwater Fla., and Daniel S. “Steve” (Frances) Merritt of Roanoke Rapids; a step-daughter, Linda C. Hopkins (Ronnie) of Elizabeth City; brothers, Lynn and Glenn Woodruff of Roanoke Rapids; sister, Jean Hargrove of Newport News, Virginia; numerous grandchildren, great grandchildren, and great-great grandchildren.

Graveside Services will be held Monday, March 26, 2018, at 11:00 A.M. at Cedarwood Cemetery in Roanoke Rapids with Minister Steve Merritt officiating.

The family will receive friends at Wrenn Clarke & Hagan Funeral and Cremation Service from 10:00 A.M. until service time.

Smith has two homeruns in Vikings win Thursday

Candice Smith of Halifax Academy Lady Vikings had two homeruns, two singles and four RBI's in Thursdays 16-3 over Parrott Academy.

The win Thursday night was Halifax's fifth straight 2018 season win.

Other Halifax Academy players at the plate were Ashton Garner with three Doubles, one single and two RBI's:  Morgan Hudomint had a triple, two doubles and three RBI's;  Ashlyn Liles had four singles;  Sydney Smith had two Doubles, one single and one RBI;  Ashlyn Cooke had a Double, two singles and two RBI's;  Emerson Poole had two singles:  Margaret Hudson had a single;  Ella Howell had a single and Ashton Knight had a single and one RBI.

Candice Smith pitched the full seven innings striking-out eight players.

The Halifax Academy Lady Vikings earned win six Friday afternoon at home against the Lawrence Academy Warriors;

The Vikings shutout the Warriors 3-0.

 

At the plate for Halifax, Ashlyn Liles had a Double and a Single and one RBI;  Candice Smith had a Double and one RBI;  Sydney Smith had two Singles, Ashlyn Cooke had two Singles;  Ashton Garner had a Single and one RBI;  Morgan Hudomint had a Single and Emerson Poole had a Single.

 

Candice Smith pitched the seven innings for the Vikings, striking-out five batters and no walks.

Cassidy Dickens pitched a three inning no hitter Friday night for the Roanoke Rapids High School Yellow Jackets,

What was suppose to be a double header due to Tuesday's weather canceled game turned into just a one game. The Northern Vance team did not make it to the field for the 4:30 first game schedule, but pulled up just at 5 Pm in time to warm up for the originally scheduled 6PM game.  

The Yellow Jackets beat the Vikings 15-0 in three innings.

At the plate for the Jackets: Camden Bierbauer was 2-2, 2 singles, 3 stolen bases, and an RBI;  Paige Turner 1-1, RBI double;  Lily Curtis 1-3, RBI triple;  Makayla Pair 1-1, RBI double and sacrifice fly with an RBI;  Abbi Carpenter 2-2, RBI single, RBI triple, 3 stolen bases;  Caitlin Bobbitt 1-1, triple;  Taylor Wade sacrifice hit with an RBI;  Cassidy Dickens 3-3, 3 singles and 2 stolen bases;  Ayah Qasem and Gracie Carroll pinch ran each with a stolen base;  Riley Landen 1-1, single, BB and 2 stolen bases;  Kelsey Bierbauer 1-1, RBI single, BB and an RBI;  Lily Chappell pinch ran with a stolen base;  Kalyn Long 1-1, RBI single;  Hannah Taylor and Meagan Colston each had a base on balls.

Jackets Varsity baseball earn win at home Friday
The Roanoke Rapids High School Varsity Baseball team picked up a big conference win over Northern Vance by a score of 6-4 Friday night at Doyle Field.
 
Cameron Medlin started the game and picked up the win for the Yellow Jackets.  Bennett Liverman relieved Medlin and picked up the save.
 
Aaron Jackson, Cameron Medlin (2 RBI), Peyton Jackson (1 RBI), Ethan Vincent (1 RBI), and Bennett Liverman (2 RBI) each collected hits for RRHS.
 
Coach Mark Snead stated, "This was a real team win for us tonight.  We had great pitching from Cameron and Bennett.  We weren't perfect in the field, but our defense stepped up when they needed to and kept them from having any big innings.  We got guys on base and got some timely hits when we needed them.  I am proud of the guys tonight."
 
With the win the Yellow Jackets improve to 5-3 overall on the season and 4-1 in the Northern Carolina Conference.  The next game for RRHS is a conference game scheduled for Monday at J.F. Webb.  Game time is set for 6pm.

Two flown out for treatment following crash

Two people were flown to a trauma center today for treatment following a crash which occurred in the Cook Out parking lot.

Roanoke Rapids police Chief Chuck Hasty said bystanders helped free two victims who were pinned underneath the suspect car.

Five people in all were struck, Hasty said in a statement.

The crash occurred shortly before noon when the driver of the suspect vehicle accelerated and lost control of the vehicle while exiting the McDonald’s parking lot off Julian R. Allsbrook Highway.

The vehicle ended up in the Cook Out driveway where it straddled the median separating Cook Out from McDonald’s.

EMS transported the injured to Halifax Regional for treatment of injuries.

The driver was taken into custody and charges are pending, Hasty said.

Funeral service and interment will be 1 p.m. Thursday, March 29, 2018 at Lakeside Lutheran Church in Littleton with Father Paul Christy officiating.

Woman charged in Cook Out crash

Two University of Delaware students struck by a car late this morning have been treated and released from Halifax Regional and a Garysburg woman has been charged.

Roanoke Rapids police Chief Chuck Hasty confirmed in a statement, however, a third student was transported to a trauma center for further treatment.

He said this evening those taken to the trauma center sustained serious injuries when Karmesha Danielle Bowers, 25, lost control of her vehicle shortly before noon today.

Officer D. Daniels charged Bowers with no operators license, careless and reckless driving and contributing to the delinquency of a minor since two children — ages 6 and 5 — were in the vehicle with her at the time of the crash.

The children, who were not injured in the crash, were not restrained in the vehicle, Hasty said in the statement.

Bowers, who was also not injured, was released to a responsible person and has an April 9 court date.

Hasty confirmed the students were headed to Florida on a trip to rebuild homes.

Hasty said the crash is still under investigation and more charges could be filed.

Preliminary investigation indicates Bowers accelerated and lost control of the vehicle while exiting the McDonald’s parking lot off Julian R. Allsbrook Highway.

The vehicle ended up in the Cook Out driveway where it straddled the median separating Cook Out from McDonald’s.

Wilson man dies in American Legion Rd. crash

A Wilson man died Saturday in a single-vehicle crash on American Legion Road, according to the state Highway Patrol.

Trooper T.J. Blount said James Tyson, 59, was traveling west when he drifted to the right and his vehicle struck a mailbox. He then crossed the centerline where his vehicle struck a ditch and collided with a tree.

Blount said Tyson was wearing a seat belt at the time of the crash, which occurred around 12:30 p.m. about a half-mile from Highway 125.

Blount said contributing factors include overcorrection and perhaps minor speed.

JV Jackets fall to Bunn Friday

The Roanoke Rapids High School JV Baseball team came up short in 6 innings to Bunn at home Friday with a score or 2-1. 

AJ Strickland started for the Jackets on the mound giving up 3 hits  in 4 innings with no earn runs.  Trevor Harrison came in relief for the last 2 innings  allowing  only 2 hits with no earned runs. 

The Jackets ended up with 2 costly errors that accounted for both of the Wildcats runs. 

Offensively the Jackets struggled at the plate with only 5 hits and 7 strike outs.  Trevor Harrison and Marshall Keeter had 2 hits each and Josh Miller accounted for the 5th.

RRPD roundup: False pretense charge; heroin arrest

The Roanoke Rapids Police Department reported the following, according to Chief Chuck Hasty:

On Friday at approximately 1:30 p.m., Lieutenant P. Parks served outstanding warrants on Wanda Regina Tyrone, 52, of Halifax, for obtaining property by false pretense after she came to the police department to take care of the warrant.

The charges stem from an investigation into a report filed on March 22 by Master Officer G. Morris where the victim reported Tyrone had a contract to buy items. While Tyrone received the items she reportedly didn’t pay for them and subsequently pawned them.

She received a $3,000 bond and April 4 court date.

 

On Sunday at approximately 11 a.m., Officer R. Cross conducted a traffic stop on Highway 158 and Roanoke Avenue for a narcotics investigation.  

The driver, Melissa Lynn Hardison, 24, of Roanoke Rapids, was found in possession of narcotics.

Cross arrested and charged Hardison with possession of heroin and possession of drug paraphernalia.

She received a $2,500 bond and May 4 court date.

Roanoke Rapids Early College celebrates with ribbon-cutting

Roanoke Rapids Graded School District Trustees, Halifax Community College and Halifax County commissioners cut the ribbon Sunday afternoon on the new Roanoke Rapids Early College High School at the former Armory building next to the historic Roanoke Rapids High School.  

The new school, which will open this fall, will jumpstart students’ college education and career preparation by blending high school and two years of college in a supportive environment.

“This blended approach saves students and their families time and money. Students can graduate in four or five years career-ready and with half of a bachelor’s degree finished,” said Dain Butler, superintendent.  

Applications are now being accepted for the August opening.  

Roanoke Rapids Early College High School will open to 35 rising ninth graders and 35 rising tenth graders.

“As a former trustee and now county commissioner, I’m excited about this opportunity for these students,” board of commissioners Chair Vernon Bryant told the audience during the dedication ceremony.  “For many who will walk through these doors they will become the first in their family to earn that college degree. That is something to celebrate.”

Barton struggles to find its offense in pair of losses to league leader Erskine

DUE WEST, S.C. – The Barton College softball team struggled to find its offense against Conference Carolinas leader Erskine College on Saturday, managing just five total hits in a pair of losses to the Flying Fleet.

Two Erskine pitchers, Morgan Hendrix and Hannah Houge, combined on a four-hitter in the opener as the Fleet downed Barton, 12-3, in six innings. In the nightcap, BC freshman Hayley Grizzle broke up Samantha Schmidt’s no-hitter with two outs in the seventh inning of a 2-0 EC victory.

Sophomore Sierra Hearp drove in all three runs in game one, and Grizzle had a hit in game one as well as the only hit of game two.

With the sweep, Erskine moved to 15-11 overall and 8-0 in Conference Carolinas, while Barton fell to 15-19 overall and 3-7 in league play.

Game 1 – Erskine 12, Barton 3 (6 inn.)

Barton actually led early in game one, taking a 2-0 advantage in the top of the first. Grizzle delivered a two-out double to right-center and Jordan Blake walked before Hearp ripped an 0-2 pitch from Hendrix into the gap in right-center, driving in both runners.

The Fleet got a run back in the bottom of the frame when Brittany Rhinehardt led off the inning with a bunt single, moved to second on a sacrifice, and scored on a two-out double by Reagan Davis.

Erskine moved in front for good in the second inning when Barton starter Hannah Jones (6-7) issued three straight bases-loaded walks. The Fleet also scored on a sacrifice fly, pushing its lead to 5-2.

Hearp produced a solo home run, her fourth of the season, in her next at-bat to trim Barton’s deficit to 5-3 in the fourth. The Lady Bulldogs used a walk and Taylor Freeman single to put two more runners on base in the inning, but reliever Houge got a groundout to end the threat.

Barton reliever Makayla Meeks kept the Fleet off the board for two innings to keep the Lady Bulldogs close, but in the sixth Erskine put the game away with seven runs on five hits, two walks and a hit batsman.

Game 2 – Erskine 2, Barton 0

Erskine scored the only run it would ultimately need early in the first inning, as Rhinehardt led off with a single up the middle, advanced to second on a sacrifice bunt and scored on a double to left-center by Sydney Smith.

The Fleet added an insurance run in the bottom of the fourth, as Julia Cole was hit by a pitch from Crosby, moved to second on a sacrifice bunt and scored on a two-out, pinch-hit double by Taylor Lawhon.

However, the run was unnecessary, as Schmidt (4-1) dominated the Lady Bulldogs.  

Schmidt took a perfect game into the fifth inning, when Hannah Jones reached base with two outs on an error by the third baseman.

The no-hitter continued into the seventh. Schmidt, a sophomore from Asheville, N.C., produced two quick outs in the seventh and got within one strike of the third out, but Grizzle drilled a 3-2 pitch into right field for a clean single to break up the no-hit bid.

Schmidt did not walk a batter and struck out three in the win.

Crosby (2-4) also turned in a complete-game effort for Barton, her second of the season. The junior scattered eight hits, walked one and struck out two in the loss.

Barton will return home to host Chowan University in a non-conference doubleheader on Thursday beginning at 1 p.m.
