Garysburg man charged with fentanyl possession

A Garysburg man was charged with counts related to fentanyl possession following a Thursday traffic stop.

Roanoke Rapids police Chief Chuck Hasty said in a statement Officer R. Cross made the stop around 5:15 p.m. for a violation he observed near the intersection of East Tenth Street and Georgia Avenue.

Cross used his canine Midas who indicated for the presence of narcotics.

The driver, Marcus Lamont Winborne, 27, was found in possession of fentanyl and paraphernalia.

Cross arrested and charged Winborne with possession with intent to sell and deliver schedule I, possession of schedule I, maintaining a vehicle, possession of drug paraphernalia, driving while license revoked, prescription label not present and a window tint violation.

Hasty said approximately 3 grams of fentanyl was seized.

Winborne received a $5,000 bond and July 18 court date.

Lift Camp enters fourth year

Lift Camp enters fourth year

Project Lift Camp begins its fourth year on June 18.

The creation of Chris Martin, the two-week camp focuses on life skills, academics and fun.

“Words can’t express how I feel,” he said today. “God gave me this vision and sustained this vision. I want to give these kids a chance to be successful.”

Registration ends Sunday at 5 p.m. There is a $30 registration fee which covers the expenses for the camp, including the field trips which are planned. To register contact Martin at 252-678-3803. The camp is for children aged 6 to 18.

Martin keeps up with the children who have attended past camps. “I volunteer in classrooms and try to keep track.”

Nearly 100 percent of the children who have participated in Lift Camp are passing academically, he said. Some students come by and talk to him. Parents call as well.

“Sometimes kids don’t build relationships at home,” he said. “They’re looking for leadership and love outside. They want to be part of something. If we can offer them something positive, they can get love and respect.”

One of the focuses this year will be due process, which will be taught through the district attorney’s office.

Campers will also learn how to interact with law enforcement, which will be taught by the Halifax County Sheriff’s Office.

Himself a law enforcement officer, Martin said, “Young people need to know how to interact. You need to comply. We want to show them the right way.”

One of the aims of the camp, he said, is to bridge the gap between the community and law enforcement.

Another aim of the camp is financial literacy, Martin said, teaching the children “how to budget and how to build credit.”

They will see how the judicial system works through a mock trial, learn the importance of voting and meet with legislative delegates in Raleigh to learn how legislation is enacted.

There will be field trips and a partnership with the Lincoln Heights Community Center and ABC2 World Changers.

The camps will be held at Weldon Elementary School Global Academy and the culmination is the last day party at River Falls Park on June 29 from 11 a.m. to 3 p.m. There will also be a back to school bash on August 19 at T.J. Davis.

Stacy Shaw, who was registering her child for the camp, said, “I feel it’s a good way to give him a positive role model and peer interaction.”

For Martin, the aim is simple. “It keeps the kids safe when their parents are working and it’s offering them a positive atmosphere.”

William Rogers Dixon, age 84, of Roanoke Rapids, NC, died May 30. 2018, at Wake Medical Center, Raleigh, NC.

Mr. Dixon was born in Roanoke Rapids, NC, the son of the late Hugh Rogers

Dixon and Janie Hughes Dixon.

He was a retired pipefitter and carpenter. He was preceded in death by his foster children: Connie Walker, Rosa Cain, Sandra Johnson, Buck Chambliss and Vernon Chambliss.

Mr. Dixon is survived by: His friend Ruby Bennett Hobbs; a daughter Maxine Sanderson, of Roanoke Rapids, NC; two foster daughters, Verla Jenkins of Roanoke Rapids, NC, and Robin Crank and her husband Chris, of South Carolina; 22 grandchildren and several great-grandchildren.

The family will receive at Wrenn Clarke & Hagan Funeral and Cremation Service, Sunday June 3, 2018, from 7:00 to 8:30 PM.

Funeral services will be held in the funeral home chapel, Monday, June 4, 2018, at 11:00 AM, with Rev. James Rawls officiating.

Interment will follow in Cedarwood Cemetery, Roanoke Rapid, NC.

Deanna Ruth Lynch

Deanna Ruth Lynch, 62, of Roanoke Rapids, NC, passed away May 30th, 2018, in Raleigh, NC.

A memorial service to celebrate Deanna’s life will be held at 3:30 P.M. Sunday, June 3, 2018, in the chapel of Hockaday Funeral and Cremation Service.

The family will receive friends from 2:00 – 3:00 P.M. prior to the service at the funeral home.

Deanna was born in Fredericksburg, VA, to David and Catherine Meadows on September 12, 1955.

A 1972 graduate of Spotsylvania High School, she went on to study Journalism at Virginia Commonwealth University.

Deanna prospered as a journalist and editor at the Roanoke Rapids Daily Herald and the Littleton Observer.

She also worked at Halifax County Government where her son, Shane Lynch, followed in her footsteps.

Deanna is preceded in death by her parents, David and Catherine; three brothers Dallas (Luke) Meadows, Richard Meadows, William Meadows, and her husband Carl Lynch.

Deanna is survived by her sisters Geraldine Meadows of Bealeton, VA, Jewel Cheshire (Pete) of Romney, WV, Nancy Meadows of Hot Springs, VA, and brother Eddie Meadows of Roanoke Rapids, NC; Sons Carlton Shane Lynch (Mary Davis) and Jacob Lynch (Samantha Porch) of Roanoke Rapids, NC; Grandchildren Jayden Lynch and Aniella Rizzitano of Roanoke Rapids; a wealth of nieces and nephews; loved ones Kandeice Whitehurst and Ashley Carita.

The family wishes to extend their gratitude to Wake Medical Center of Raleigh, NC for their help and support.

Marion Lucille Odom died Friday, June 1, 2018, at Signature HealthCare of Roanoke Rapids surrounded by her loving family.

She was 89.

A native of Northampton County, Lucille was the daughter of the late Reuben Wilson Jordan and Pearl Jeanette Gillis Jordan.

She was preceded in death by her beloved husband Ernest Elton “E.E.” Odom; sisters, Odella Baird, Edna Jordan, and Sallie Justice; brother, Reuben Jordan Jr.

Lucille was a retired homemaker and a Charter Member of First Baptist Church of Gaston where she served in many leadership roles.

She is survived by sisters; Ethel Revells of Roanoke Rapids, Ruth Joyner and husband Mack of Gaston, and Carolyn Clay of Garysburg, one Godchild, numerous nieces and nephews.

Funeral Services will be held Sunday, June 3, 2018, at 3:00 P.M. at Wrenn Clarke and Hagan Funeral and Cremation Chapel with Dr. Julian Mills officiating.

Entombment will follow in Cedarwood Cemetery.

The family will receive friends Sunday from 2:00 P.M. until time of the service.

James “Jimmy” Vernon Tucker, Jr., of Roanoke Rapids, went to be with the Lord on Thursday, May 31, 2018.

James Tucker

Jimmy was born March 7, 1955, in Warren County to the late James Vernon Tucker, Sr. and Emma Moore Tucker. He was also preceded in death by his sister, Aline “Mary” Tharrington.

Jimmy loved his music and being a mechanic.

He was a loving husband and friend, a great father and grandfather/Papa.

Jimmy loved meeting people, fishing, hunting and metal detecting.

He is survived by his wife of 44 years, Betty Tucker; his daughters, Tonya Gaylor and her husband Scott, Crystal Jensen and her husband Matt and Amanda Ott and her husband Mikey; his grandchildren, Makayla Jensen, Kameron Jensen and Tucker Lee Ott; his sisters, Ann Proffitt and her husband Roger, Nita Parsley and her husband David; his brothers, Frank Tucker and Kenny Tucker and his wife Donna; a special friend that was like a brother, Willie Ferguson and numerous nieces and nephews and extended family.

Funeral services will be held 2:00 P.M. Monday, June 4, 2018, in the chapel of Hockaday funeral and Cremation Service with Rev. David Martin and Brother Butch Moseley officiating.

Burial will follow in Cedarwood Cemetery.

The family will receive friends from 5:00 – 7:00 P.M. Sunday, June 3, 2018 at the funeral home and other times at the home.

Task force roundup: Wanted person; blotter entries

The City County Drug Task Force reported the following, according to Captain A.M. Harris:

Wednesday

At approximately 9:41 a.m., Agent D.W. McKeel stopped a vehicle on Highway 158 near Airport Road for a motor vehicle violation.  

The driver was identified as Timothy Michael Walker, 19, of Highway 158, and was found in possession of marijuana.

McKeel cited Walker with a North Carolina Uniform Citation for possession of marijuana up to one-half ounce and no operator’s license.  

He received a June 18 court date.

Agent D.J. Epperson assisted.

 

At approximately 11 a.m., McKeel and Epperson went to the area of East Eleventh Street in Weldon to follow up on a drug complaint.  

Agents encountered Terrell Mason, 26, of Pleasant Hill.  

Mason ran from agents and reportedly threw away his crack cocaine.  

Mason was captured a short distance away and several hits of crack cocaine were seized.

Epperson arrested and charged Mason with possession with intent to sell/deliver cocaine, felony possession of cocaine and resisting a public officer.  

Mason received $2,000 bond with a July 18 court date.

Thursday

Shortly before 3 p.m., McKeel stopped a moped driver traveling north on Highway 48 at Straight Road.

The operator was not wearing a helmet and was identified as Lawrence Clinton Johnson III, 23, of Roanoke Rapids.  

During the encounter Central Communications advised there were several outstanding warrants for his arrest.  

Johnson ran from agents crossing over Highway 48 and into the woods.

Several task force agents, the patrol and investigative divisions of the Halifax County Sheriff’s Office arrived to assist.

Deputies were unable to locate Johnson in the area.  

McKeel has obtained warrants on Johnson for resisting a public officer, fictitious info to an officer and a moped helmet violation.

Harris said Johnson frequents the P&J, Straight Road and Airbase Road areas.

Today

At approximately 1:20 p.m., Epperson stopped a vehicle for a speeding violation on Highway 158 near Harrison Street in Roanoke Rapids.  

The driver was identified as John Butler, 43, of Roanoke Rapids.  

During the search, Epperson seized one Xanax pill.

Butler was cited with a North Carolina Uniform Citation for simple possession of schedule II controlled substance and has a July 18 court date.

 

At approximately 3 p.m., agents conducted a traffic checking station on Becker Drive near Patch Rubber Road in Weldon.  

McKeel noticed a vehicle make a fast right turn into a concrete company’s driveway.  

McKeel identified the driver as Brandon Armstrong, 31, of the 400 block of Elm Street Weldon.

Agent D.R. Radford with canine Tony were requested. During the search of the vehicle crack cocaine and drug paraphernalia were seized.

Mckeel arrested and charged Armstrong with felony possession of cocaine, possession of drug paraphernalia and maintaining a vehicle/dwelling for a controlled substance.  

Armstrong received a July 11 court date.

 

Shortly after 4 p.m., Epperson stopped a vehicle for a motor vehicle violation on Highway 158 near Redwood Street in Roanoke Rapids.  

The driver was identified as Cody Balero, 23, of Roanoke Rapids.

Epperson found Balero in possession of cocaine.  

Balero was arrested and charged with felony possession of cocaine and no operator’s license. Balero received a July 18 court date.

Radford and Halifax County Sheriff’s Office Detective Sergeant Matt Brown assisted.

Alice  Pearson Garner

Alice  Pearson Garner passed away at Liberty Commons Nursing and Rehabilitation Center in Weldon, NC, on Saturday, June 2, 2018.

She was born on May 20, 1924, to Dora and James Pearson as the ninth of ten children. She was the only surviving sibling of seven brothers and two sisters.

Mrs. Garner was married to the late George Fulghum Garner, Sr. for fifty-nine years. He preceded her in death in 2004.

They have three children: Glenn garner, Sr. (wife Gail) of Halifax, NC, George Garner, Jr. (wife Ann) of Lancaster, SC, and Nancy Harper (husband Jerry) of Oriental, NC; eight grandchildren and thirteen great grandchildren: Jay and Susan Harper (Pearson & Cameron), Kevin Harper, Michelle & Nick Salter (Austin Bigley), Michael & Tracey Garner (Tyler & Alexis), Glenn & Emmie Garner, Rebecca & Michael Kresse (Grayson, Emma, Abigail, Haley & Matthew), Timmy & Denisha Story (Kaylee, Brody Green & Jax Green), and Tracy & Liz Story.

During her working career, she was employed at Leggetts as a salesperson, at William R. Davie as a substitute teacher, and at Nichols Jewel Box as a salesperson. She also did volunteer work with Meals on Wheels.

Mrs. Garner’s love for children was most evident with her grandchildren, but she also shared her love with the children in public school and those she worked with at Smith United Methodist Church.

She was a lifelong member of Smith Church and was very active in the WMU, the Adult Choir, and served on numerous church committees and boards. She remained faithful in her attendance and service to her church as long as her health allowed.

At Liberty Commons, where she resided for the past eight years, she was known as the “lady with the beautiful smile.”

The family would like to express their sincere appreciation for the love and care given to Mrs. Garner by the Liberty nurses and staff and her Smith Church family.

The celebration of life service for Mrs. Garner will be at 3:00 pm on Wednesday, June 6, 2018, at Smith United Methodist Church, with visitation from 1:00 – 2:30 pm in the church sanctuary. At other times, the family will be meeting at the home of Glenn & Gail Garner at 663 Trueblood Road, Halifax, NC 27839. Burial will follow in the church cemetery.

The family requests that, in lieu of flowers, donations be made to the Building Fund of Smith United Methodist Church at 1215 Smith Church Road, Roanoke Rapids, NC 27870 or to the Home Delivered Meals of Halifax County, attention Gail Garner, 26 N. King Street, PO Box 646, Halifax, NC 27839.

Margo Anne Colby Allen

Margo Anne Colby Allen, 79, of Roanoke Rapids, NC, died May 31, 2018, at Wake Medical Center, in Raleigh, NC.

Margo was born in Cadillac, Michigan, the daughter of the late Hedley Colby and Valborg Gustafson Colby.

She was a graduate of the University of Michigan, and a retired teacher with the Roanoke Rapids Graded School District.

Margo was a wonderful wife and partner for 57 years. Her grace, strength, humor, and goodness in her heart led her family through the maze of life.

She was a wonderful mother who stayed at home to raise her children through their formative years.

She then pursued a professional career as a teacher and taught special needs children for 12 years.

Always a generous person placing the needs of others before her own, she would reach out through hand written notes and thoughtful gifts.

As an excellent seamstress she made many projects out of love for family and friends. She was a self-taught investor who took an avid interest in investment strategy and portfolio development.

She used her knowledge to assist family, friends, and colleagues in investment options. She loved the game of tennis and always found a group who shared this love in every place the family lived.

Margo was an elder in the Presbyterian Church where she participated in Witness Committee. She was recently awarded an honorary lifetime membership in the Presbyterian Women.

The family is grateful to the following people who helped Margo: Dr. Mario Fiorilli and Aimee with Halifax Medical Specialists; the doctors, nurses, and nurse aides at Halifax Regional Hospital in the ER and on the third and fifth floor; the Drugco Pharmacy staff; the Presbyterian Women; Gary and Dale Bjarnason; and her loving caregivers Francis Alston and Peggy Mallory.

Mrs. Allen is survived by: her husband James E, “Jim” Allen, Sr.; a daughter, Anne Allen Breza and her husband Paul of Earlysville, VA; two sons, James E. Allen, Jr. of Jacksonville, FL and Robert Basil Allen and his wife Lorrie of Salisbury, NC; a sister, Julie Weller and her husband Tom of Key West, FL; and four grandchildren Lauren Allen, Justin Allen both of Salisbury, NC and Morgan Breza, Ava Breza, both of Earlysville, VA.

A memorial service will be held at First Presbyterian Church, Roanoke Rapids, NC, Wednesday, June 6, 2018, at 11:00 AM, with Rev. Joseph Sandoval officiating. The family will receive following the service, in the Loy Building.

Youth baseball and softball camp registration open

Youth baseball and softball camp registration open

The Roanoke Rapids Parks and Recreation Department and Roanoke Rapids High School are teaming up once again for four days of baseball and softball camp.

Registration is open now until Friday June 15th with the camps starting Monday June 18th. Camps will be June 18-21st from 9 AM until 12 Noon those four days. The cost is $45 per sport and registration forms can be picked up at TJ Davis Recreation Center.

Baseball camp is for grades 3-6 and softball camp is for girls 8-14.

High school coaches and staff will be conducting these camps.

Make sure you bring you glove, helmet and bats to camp.

Roanoke Rapids police are looking for a man who allegedly fired shots which struck one victim and are looking for his father who is considered an accessory in the Saturday night case.

Chief Chuck Hasty said in a statement a vehicle which was traveling in the area of South Rosemary was also struck.

Scottie Plum Jr., 25, of Roanoke Rapids, is wanted for discharging a weapon into an occupied vehicle, injury to property and an outstanding warrant.

His father, 44-year-old Scottie Plum Sr., also of Roanoke Rapids, is wanted for accessory after the fact and conspiracy.

Both men frequent the Roanoke Rapids area.

A third person, James Garrick Roberts, 48, of Roanoke Rapids, was arrested for disorderly conduct as he reportedly interfered with officers while they investigated the crime scene at the intersection of highways 48 and 158. He received a $500 bond and July 9 court date.

Officers responded to the shooting around 8 p.m. and located a person who sustained injuries to the hand and back. The victim refused medical treatment and left the scene.

Investigation also determined a vehicle was struck during the gunfire.

Both men are encouraged to surrender and take of the matter.

Counterfeit money

On Friday, Hasty reported Investigator C. Babb conducted an investigative stop around 11 a.m. at Ninth near Jefferson streets.

Justin Keith Medlin, 25, of Roanoke Rapids, was reportedly found in possession of counterfeit $100 bills, which had apparently been ordered from the internet.

Hasty said the bills, which had Chinese figures on them, appeared to have been washed to remove the certain features from them.

Babb charged Medlin with possession of five or more counterfeit instruments. He received a $1,000 bond and June 6 court date.

Mall sale falls through

A developer who had plans to buy Becker Village Mall has backed out of the proposal, Halifax County commissioners were told at their meeting today.

Halifax County Economic Development Director Cathy Scott did not discuss specifics with the board, only informing the panel the sale is not going through.

She said after the meeting she did not have specifics on why the developer balked.

It is known that conditions at the mall were one of the reasons NCWorks decided to use the Neighborhood Resource Center on Jackson Street until a new home is completed.

Use of the resource center by NCWorks was one of the reasons the building could not be used as an early voting precinct for last month’s primary.

NCWorks approached the city in December about its current location at Becker Village Mall, City Manager Joseph Scherer said when discussing the early voting dilemma. Both he and the county board of elections confirmed then NCWorks was having major working conditions and health issues with their office in the mall.

The mall was sold in 2014 with the hopes the new owner could revive the once thriving shopping center.

Recognitions

In other matters today the following recognitions were made:

Herman Silver was recognized for his retirement as a captain from the Halifax County Jail on May 31.

Silver’s career spanned 30 years. As a gesture of appreciation, he had a plaque made for Jail Administrator Jay Burch.

 

Jeff McCauley, CFO of the Greenville Utilities Commission and a representative of the Government Finance Officers Association presented the county finance office with its 18th consecutive Certificate of Achievement for Excellence in Financial Reporting.

The certificate is the highest form of recognition in governmental accounting and financial reporting.

 

Ken Wilson of the Halifax Resolves Chapter of Sons of the American Revolution presented Corey Dixon, an investigator with the sheriff’s office, with with its Law Enforcement Commendation Medal. “His dedicated service has allowed him to be a part of major drug and criminal cases that were prosecuted in state and federal court. Corey’s efforts made a great impact towards successfully solving a quadruple homicide that has been cleared with the arrests of four individuals.”

Linda was born on January 23, 1950, in Hertford County to the late Ruth Daniel. She was also preceded in death by her step-father, James Daniel and her brother, Randy Mitchell.

Linda was a devoted and loving wife, mother, grandmother, daughter, sister, and friend.

She was a Christian and a faithful member of Victory Baptist Church.

She was a homemaker who especially loved children, cooking, Christmas, and most of all, her family. She loved the Lord and served Him all her life.

Carter, Jr.; her daughters, Heather Blythe and husband Jeff, Jennifer Short and husband Brian, Felicia Snider and husband Johnny; her grandchildren, Rebecca Blythe, Matt Blythe, Isabella Short, Tristan Short, Jayden Hinds, Aubri Hinds, Jaylen Snider, and Penelope Snider; her brother Keith Daniel and his wife Debbie, her step-sister Gail Britt and husband Ronnie, her step-brothers Robert Earl Daniel and wife Shirley and Kenneth and his wife Diane; a special sister-in-law Sandra Carter, whom she loved like a daughter; and numerous extended family members.

A private graveside service was held on Monday, June 4, 2018 at Cedarwood Cemetery with Rev. Jeremy Kobernat officiating.

The family received friends from 7-8 PM Sunday, June 3, 2018 at Hockaday Funeral & Cremation Service in Roanoke Rapids, NC.

Victim injured in Victory Ln. shooting

A victim was hospitalized with non-life threatening injuries following a shooting late Monday night on Victory Lane in Roanoke Rapids.

Chief Deputy Scott Hall of the Halifax County Sheriff’s Office said there is no motive at this time and the suspect or suspects may be operating a small, light color four-door sedan.

Deputies responded to Victory Lane after receiving a shots fired call shortly after 11 p.m.

They located a victim who was shot in the lower part of the body. Several houses and a vehicle were struck as well.

Father surrenders in S. Rosemary shooting

One man wanted in a shooting in Roanoke Rapids Saturday surrendered to the Halifax County Sheriff’s Office Monday.

His son is still wanted in the shooting which occurred in the South Rosemary area.

Scottie Plum Sr., who surrendered, faces charges of felony aid and abet, accessory after the fact and felony conspiracy.

Captain Bobby Martin of the Roanoke Rapids Police Department said the charges filed against Plum reflect he drove his son, Scottie Plum Jr., to and from the shooting site near the intersection of highways 48 and 158.

Motive in the shooting remains under investigation, Martin said.

One person sustained non-life threatening injuries in the shooting, in which multiple shots were fired. The victim declined medical treatment and left.

The vehicle belonging to an innocent bystander was also struck.

The elder Plum received a $35,000 bond and July 18 court date on charges filed by Officer M. Hunsucker.

The younger Plum remains at large and faces charges of discharging a weapon into an occupied vehicle and injury to property. There is also an outstanding order for his arrest.

Martin said the younger Plum tends to frequent the South Rosemary area.

RRPD seeks assistance in cigarette larceny

The Roanoke Rapids Police Department is investigating a case involving a larceny which occurred June 1 around 11:55 p.m. at the New Dixie Mart #209 on Julian R. Allsbrook Highway.

The individuals stole several cartons of cigarettes.
