18-year-old dies in Northampton crash

An 18-year-old Gaston woman died and the driver of the vehicle was airlifted for further treatment following a single-vehicle crash on Highway 35 in Northampton County Friday afternoon.

Trooper J.T. Keeter of the state Highway Patrol said the crash occurred around 3:15 p.m. between Severn and Pendleton.
The 18-year-old, Lindsey Netro, who died in the crash, was a front seat passenger in a vehicle driven by 16-year-old Justina Pablo of Severn.
Pablo ran off the road, overcorrected and the vehicle flipped several times, Keeter said.
Both occupants were wearing seatbelts. Pablo was treated and released.
Keeter attributed the crash to driver error and the cause remains under investigation.
A determination of whether charges will be filed against the driver is pending the completion of the investigation.

ALE secures warrant in aftermath of Weldon shooting

North Carolina Alcohol Law Enforcement has issued a warrant connected to a party in Weldon in which a shooting occurred outside the premises earlier this month.

Special Agent R.L. Parker said this afternoon the warrant charges Tori Ponton, 40, with possess, sell alcoholic beverages with no permit.
Ponton, of Weldon, did secure a limited special occasion permit for the party, Parker said. That permit, however, does not allow the sell of tickets or allow a cover charge.
Parker declined to get into specifics of the charge against Ponton.
He did say Mayor Julia Meacham contacted ALE in the aftermath of the shooting.
Ponton rented the building for the party, Parker confirmed.
Deputy Chief James Avens of the Weldon Police Department said today the building at Second Street and Washington Avenue is owned by the town but another person is renting to own the building. Ponton is not the person who is renting to own the building, only the person who rented the building out for the purpose of the party.
Avens said alcohol use could be a contributing factor in an argument which led to the shooting. He declined, however, to discuss the ALE investigation.
Jahmel Faison, a Murfreesboro man wanted in the February 5 shooting, surrendered to the Northampton County Sheriff’s Office earlier this week and faces a charge of attempted murder in the case.
Weldon police continue to investigate the shooting.
Parker said Ponton has not been served the warrant.

Council approves Becker Drive rezoning

Council approves Becker Drive rezoning

Residents in the neighborhoods surrounding Becker Drive may weigh their options for recourse after city council this evening passed a contentious rezoning proposal which could lead to a senior apartment complex.

“We’re going to try to see what we can do,” said Troy Williams, who has attended both planning board meetings on the matter and attended the council meeting. “If they put it behind their houses, they wouldn’t have done it.”
Jessica Dickens, another opponent of the proposal, which passed on a 3-2 vote, said, “Our council let us down.”
Approval of the rezoning, however, does not mean The Woda Group can immediately move forward with the project, its senior vice president, Denis Blackburne, said afterward. “We have to be awarded an allotment of North Carolina Financing Agency tax credits.”
The agency will announce the awards in August, he said. If the company is not awarded the tax credits in August it will try again the following year.
Should the tax credits be approved, construction would likely start next January or February. Construction will take around a year. “The community will not be disappointed,” Blackburne said.
Approval of the rezoning from B-4 to B-3 came after lengthy discussion on the matter during a public hearing and went against a recommendation made by the planning board last week to reject it.
The statement of consistency passed on a motion by Councilman Wayne Smith with a second by Ernest Bobbitt. Councilwoman Suetta Scarbrough sided with Smith and Bobbitt. Carl Ferebee and Carol Cowen voted against the statement.
Smith made the motion to approve the rezoning with a second from Scarbrough, Bobbitt voting with them.
“I represent right many people in that area,” Cowen said early in the discussion as she explained why she was against the proposal. “They don’t feel like they are getting the right representation.”
Ferebee said he voted against the matter because he didn’t believe it was consistent with the area.
Blackburne told council the company chose the area because it is within walking distance to commercial businesses and is nestled between single family housing. “We feel like it’s a good transition between commercial and residential. We will have staff, maintenance and property managers. We pay property taxes and bring jobs.”
He said the company repositioned the drawings of the facility to address privacy concerns registered by opponents to the project. He said there will be setbacks and screening to further address privacy issues.
Lee Bone, who has a contract to sell the land, located next to El Tenampa, to The Woda Group, told council, “This town needs people, needs business, needs money. I request for the benefit of this town that you grant the business this rezoning.”
Opponents of the proposal were not swayed by the presentation of Blackburne.
“We feel like it’s undermining the rights of adjacent property owners,” said Becky Spragins.
George Parrish told council, “You can’t possibly know the negative affects it will have in the future. There’s not going to be any positive for the area. This property will do nothing to increase property values. It’s not going to win any architectural awards. It will not increase the value of residential property.”

New motion rejected as pool debate continues

Councilman Carl Ferebee made it clear this evening he is not giving up on repairs for the Chaloner pool.

He presented a new motion to the panel asking to fund only repairs to the pool and delaying fixing the pool house.
Despite his new motion failing by a 3-2 vote, Ferebee said during a break in the meeting, “I’m not going to stop. I want to let people know it’s there.”
He said he is confident the numbers he presented at a meeting earlier this month are correct and funding the repairs through installment financing can be done without detriment to the city’s fund balance. “It’s sad they can’t all see that.”
Councilman Wayne Smith, who has been vocal in his opposition to pool repairs, expressed he could be swayed after the panel goes through budget deliberations. “I could be swayed if the numbers show it’s feasible,” he said during the break.
Smith says he is also aware what the early budget forecast for the upcoming fiscal year is. “I know what the city manager said. Either we cut services or fix the pool.”
City Manager Joseph Scherer said in his report to council, “We are working on both this fiscal year’s finances and the budget for the next fiscal year. Given our current economic development climate and limited revenue streams, it is important for the administration to ensure our expenses are kept to an affordable level.”
Scherer said he has directed staff for the remainder of the fiscal year to make purchases either needed to maintain daily operations or those which have grant funding provided for the purchase. “I’m also looking at a hiring freeze for the rest of the fiscal year unless the hiring would help to reduce overtime expenses.”
Scherer said the upcoming fiscal year budget will be drafted based on projected revenue without asking for additional money from undesignated fund balance.
Only Councilwoman Carol Cowen sided with Ferebee in his new motion. Suetta Scarbrough and Ernest Bobbitt joined Smith in voting against the motion.
Scarbrough said during the break it came down to money. “I’m not against the pool,” she said, explaining if funds should be available she would change her vote.
Funding only the pool repairs would run about $225,000 instead of the $300,000 estimate which includes the pool house.
Several community members again spoke out on the matter, including Caleb Harrison, a child from the area. “I really enjoy swimming,” he said. “I didn’t swim last summer. I’m asking you to open the Chaloner pool. I’m looking forward to being cool.”
Columbus Jeffers told council the matter came down to 40 years of neglect. “If you don’t grease the wheel after 40 years it’s going to break … I hope I can back here next month and give you a big thank you for keeping the pool open.”
Vernon Bryant, chair of the Halifax County Board of Commissioners, said he supported Ferebee and the Chaloner Recreation Center. “I’m respectfully asking you to vote in favor of this.”
Mayor Emery Doughtie said while he supports Ferebee, he also “knows the finances are not where they need to be.”
Said the mayor: “Mr. Ferebee has always been a team player. This topic, I know you’re talking about more than a pool. I feel like he exemplifies what a leader should be.”
