A reputed Rich Square drug dealer was arrested on heroin and cocaine trafficking charges Friday as a result of an investigation by the Down East Drug Task Force.

Northampton County Sheriff Jack Smith, in a press briefing this afternoon in Jackson, said 78 bricks of heroin were seized from the residence of Deon Ameik Flood, 22, as well as 4.2 ounces of crack, and 5.3 ounces of cocaine.
Agents, who were assisted by the Northampton County Sheriff’s Office, charged Flood with trafficking opium and heroin, trafficking cocaine and four counts of maintaining a vehicle, place or dwelling to keep a controlled substance.
Flood, who had a $525,000 bond, was released from custody Saturday night and has a preliminary court date Thursday, according to state court records. He was also expected to appear in court today for a speeding citation, state court records also show.
The heroin seized, a total of 3,927 dosage units, was valued at $20,000, while the crack seized was valued at $6,500 and the cocaine $6,400, Smith said.

Agents also seized an AK-47 and a Glock .40-caliber handgun. They seized five vehicles, one an ATV.

Flood was taken into custody after a traffic stop in which he fled from his vehicle and was apprehended shortly after.
Smith said it was unclear how long Flood was allegedly in business. “We know that from the quantity of drugs he’s been in business for awhile.”
About 10 months of investigation went into the case and Smith said he believed Flood allegedly had others working for him. “The investigation is ongoing.”
The sheriff would not call Flood an alleged kingpin. “I would say he is a high level dealer.”
With Smith were Ahoskie police Chief Troy Fitzhugh, Bertie County Sheriff John Holley and Hertford County Sheriff Dexter Hayes, who represent the agencies of which the task force is made up.
Smith said while requesting federal adoption of the case is possible, it currently remains in the state court system.
Task force members declined to speak during the briefing.
Smith spoke of the problems law enforcement is facing with heroin and opiates. “Valuable lives have been lost and others have been put in dire jeopardy. Deputies with Northampton County and surrounding counties have responded to several overdose calls within the past few months. Unfortunately, some of these overdoses resulted in the loss of life. This opiate epidemic and the loss of life associated with it is a top priority for my office.”
Said Smith: “I understand that this is a small fight in the opiate crisis, but every seizure counts. I feel comfortable that the narcotics that were seized on this past Friday will not be poisoning our communities to include our youth. I would like to thank my fellow sheriffs, Chief Fitzhugh, and District Attorney Valerie Asbell and her staff for their dedication to make our community safer by making these cases a priority in her office along with the violent crime often associated with narcotics trade. She and her staff have spent hundreds of man hours to make our community a safer and better place to live. With this in mind the fight is not over and more arrests are forthcoming. ”
Hayes commended the task force for its work on the case. “Drug dealers have no boundaries. Heroin is on the rise on the Eastern side of North Carolina and Virginia. The task force is doing a great job. I’m just proud of what they do.”
Fitzhugh told members of the task force present, “Thank you, we appreciate you. This is a combined effort. We will not go without looking into all drug complaints.”
Said Holley: “I’m very proud of you. I really feel we’re winning a battle on the streets.”

Council gets final presentation on streetscape plan

Roanoke Rapids City Council will be asked next month to approve a streetscape master plan for Roanoke Avenue.

The approval is a step which allow the city to apply for federal, state and private funding to implement the plan, Main Street Development Director Christina Caudle said following this evening’s council meeting.
There are at least 20 potential funding sources which include options on the federal, state and private level. “Without a plan we can’t apply for … funding,” she said. “This a long-term vision for the streetscape.”
The final presentation this evening by Sharon Rhue, a landscape architect with Rivers & Associates, comes after two community input meetings were held, one in December and another in February.
The topics of the meeting not only included the avenue business district but the vacant space left by the demolition of 1026 Roanoke Avenue. “It’s awesome the facade is still there,” Rhue said.
Input gleaned from the two input meetings favored a vintage department store theme for the open space.
A river theme was favored by stakeholders for the avenue streetscape plan.
Rhue told council the streetscape plan is designed to improve the economic potential of the avenue business district, improve pedestrian safety and provide better access to parking while maintaining the city’s small town character, “maintaining what is special and unique. I recommend you continue the process. It’s going to be very much a private, public partnership.”
The city used $35,000 of grant funding to pay Rivers & Associates to come up with the streetscape concepts as well as plans for the 1026 project. The money from which the $35,000 comes from was out of a North Carolina Department of Commerce Downtown Revitalization grant, which required no matching funds from the city. In all, Main Street Roanoke Rapids received slightly more than $94,000.
Main Street has reserved $25,000 to be put into 1026.

No tax increase expected as city plans budget meeting

City Manager Joseph Scherer says he will not recommend a tax increase for the upcoming fiscal year as council begins to deliberate its financial plan later this month.

He said he is also exploring recommending giving employees a cost of living adjustment “that will reflect the excellent work they put forward every day.”
His comments came following this evening’s city council meeting in which he gave an update on the completion of the refinancing arrangement for the Roanoke Rapids Theatre debt and bringing to an end the original 2007 bond agreement. The new agreement brings to an end a swap agreement and implements a new bond financing loan with Bank of America.
In his report to council, the city manager said, “The two components of the new loan package, taxable and tax-exempt, will cost approximately $1 million with an annual savings of over $750,000 from the original bond package.”
Scherer said the first quarterly payment isn’t due until August 1 which, he said, “helps our budget balances, as previously we owed over $900,000 as of July 1.”
He also recognized the efforts of Mayor Emery Doughtie, Finance Director Leigh Etheridge and City Attorney Gilbert Chichester “for their efforts in getting this complicated financial transaction achieved without difficulty.”
With the negotiations now past, Scherer said he proposes to meet with council on May 31 at 1:30 p.m. to review the budget for the upcoming fiscal year. The meeting is planned to be held in the first floor conference room of city hall on Roanoke Avenue following a 9 a.m. tour of city facilities that day.
Etheridge noted in her report to council the April costs associated with the 2007 bond package totaled $107,898.38. That figure included a $46,904.17 swap payment; an $11,705.22 interest payment; a $43,664.81 quarterly remarketing fee; a $3,839.18 interest payment to Merrill Lynch; a $1,640 administrative fee and a $145 wire fee.
Councilman Carl Ferebee thanked the team “for getting the financial transaction achievement.”
Doughtie said while the completion of the deal went smoothly, “Getting through the refinancing, there was a lot of difficulty along the way. The Local Government Commission and the bond counsel were constantly asking for more information. It went off with no difficulty at all.”

Halifax soccer headed to State Championship

The #5 seeded Halifax Academy women's soccer team advances to Saturday's NCISAA 1A State Championship match by advancing over #9 seed Hickory Christian in penalty kicks by a score of 4-3 Tuesday night at Halifax.

The Lady Vikings gutted out 110 minutes of play, ending with the score tied 3-3.

"This was a tough, tough win for our girls, stated Lady Viking head coach Tim George. "We didn't play our prettiest of matches, but when it came down to it with the match on the line, the girls showed the heart and perseverance this team has played with all year, George added.

"We played about 4 different formations tonight with players in spots they typically don't play in and had to adjust as the match went on due to injuries and just plain exhaustion, said George. "Towards the end of the match in the 3rd and 4th overtime, we basically played to get to penalty kicks just by hunkering down on the defensive side of the field, he added.

George also stated "Thankfully the strategy worked and we got to put the match on the line with the five girls taking kicks and our goalie Jordan Strickland stepping up huge. Our girls had been preparing to take kicks and it paid off with Maddie Suiter, Brittany Milan and Whitney George scoring, while Jordan saved a kick as well as Hickory missing goal twice to allow for Halifax to advance.

Goals in the match for Halifax were scored by Whitney George with two and an assist and Abby George with a goal and an assist.

With the win, the #5 seed Halifax (15-5) team advances to the NCISAA 1A State Championship to be played on Saturday May 20th, at 4pm at Campbell University against #2 seed Kerr-Vance Academy (17-3).

Halifax split with Kerr-Vance during the 2017 regular season. "Hopefully these girls have a little magic left in them on Saturday afternoon," said George.

Coles gets 60 months in federal weapons case

Ian Barkley Coles will serve a 60-month sentence in federal prison after taking a plea in his weapons case.

The sentence handed to him by District Judge Terrence W. Boyle does give him credit for time served while in custody, a minute entry in the court record notes.
Boyle sentenced Coles earlier this week in Raleigh.
The sentence set by the judge also carries three years of supervised release with standard additional conditions. Those terms and conditions were not immediately filed in the court record.
He was also levied a $100 special assessment and two other charges against him were dropped.
At his February arraignment he entered a guilty plea on the first of the three counts lodged against him and the government agreed to dismiss counts 2 and 3.
Count 1 says on or about July 8, Coles did knowingly possess in and affecting commerce, a
firearm, in violation of United States Code.
The two counts which were dismissed charged him with aiding and abetting another who made false and fictitious oral and written statements in his attempt to purchase a firearm from a pawn shop and that Coles made written deceptive statements on a federal firearms form.
Roanoke Rapids Police Department Investigator Chris Babb and the ATF investigated the pawn shop case which led to the federal indictments.
Coles was arrested in Hopewell, Virginia, on December 8 after a federal warrant for his arrest was issued in early November.
In May of 2012 Coles pled guilty on the state level to the assault of two women at a Roanoke Avenue business.
The local charge stem from 2010 when he entered F and F Rentals through the back door and attempted to rob the store’s two female employees. He used pepper spray on them and struck a then 67-year-old female employee in the head with the shotgun he carried inside the business.
Roanoke Rapids police Chief Chuck Hasty said this morning, “It goes to show that continued cooperation with all agencies on different levels is effective in getting violent offenders off the streets. We are pleased with Investigator Babb’s diligent work which led to the federal indictments and the business which reported it to us.”

Jackets baseball season comes to a close with 2-1 loss

The Roanoke Rapids High School Yellow Jackets Baseball team's season came to an end Tuesday night with a 2-1 loss at Edenton in the 3rd round of the NCHSAA 2A State Playoffs.

The Aces scored single runs in the first and second innings to take a 2-0 lead.

The Yellow Jackets responded with a run in the top of the third inning when with bases loaded and 2 outs, Cameron Rogerson stole home.  Unfortunately for RRHS this would be their only run of the game.

The rest of the game was a pitching duel between Colby Warren and Edenton's Dylan Patrick.  Both pitchers kept the opposing teams scoreless the remainder of the game.

Coach Mark Snead stated, "I want to thank each young man for all they have done to make this such a special season. For the seniors who played their final game tonight (Marcus Allen, Tommy Bradley, Jordan Collins, Hunter Connell, Josh Elias, Bracy Irby, Cameron Rogerson, Tyler Shearin, and Colby Warren) thank you for your dedication, hard work, and love of the game and each other. You have shown the younger players how it should be done. Don't let this one loss take away from the lifelong memories and friendships you have made. Thank you to the entire 2017 RRHS Baseball team for a great year. It was my pleasure to be your coach."

The Yellow Jackets finish the season with a record of 20-4.

Harvick poses with Vaughan and Ancarrow, far right.

Nearly five months after submitting plans to the city, Ollie’s Bargain Outlet opened its doors to the public today.

The grand opening went much like District Team Leader Scott Granger expected. “Lots of people searching for bargains.”
Lines started forming at 6 this morning in anticipation of the store’s opening and an appearance and autograph session by NASCAR driver Kevin Harvick.
Granger said the draw to the store is selling quality items cheap.
The Roanoke Rapids store becomes the 25th in North Carolina, Granger said.
Granger has been with store for four years. “It’s the customers and the deals we have,” which have led to the chain’s success. “We’ve got great employees.”

{gallery}ollies{/gallery}

Harvick entered the store to cheering fans, many wearing his T-shirts, some bringing replicas of his car.
He spent time on WPTM’s Good Morning Lake Country before appearing at the store. “It’s flattering to see all the fans come out here,” he said. “I do a lot of appearances with them in small towns. It’s a lot of fun for me.”
Harvick said he has had a long relationship with the chain. “We support their store openings.”
Linda Vaughan presented Harvick a cake made by Jennifer Newton as she and her friend Terry Ancarrow posed with the driver. “She did a great job,” Vaughan said of Newton’s cake creation.
Vaughan arrived at the store at 12:30 this morning. “I called the police department to let them know I wasn’t a vagrant.”
Vaughan, wearing a Harvick T-shirt, said, “I love him. I think he’s great. I love his fire and brimstone.”
Aisles in the store were jammed with shoppers and carts. The parking lot was deep with cars as shoppers made their way in and out.
The opening of the store fills out the tenant space left vacant when Walmart moved to Premier Boulevard. Ollie’s is flanked by Goody’s and Tractor Supply.
Roanoke Rapids Councilwoman Carol Cowen was inside with her shopping cart. “I think it’s a really good thing for Roanoke Rapids. I’m glad to see people shopping. I think it’s a really good thing for us.”
Cowen is hopeful the opening of the store will bring more business to the city. “We need a lot of other things. This might help others pop up. I’ve been to the one in Rocky Mount. This is better than the one in Rocky Mount. It’s so much bigger.”
