Five reputed Blood members set for arraignment in heroin case

Arraignments are scheduled in New Bern Wednesday for five reputed members of a Scotland Neck Blood set in a heroin conspiracy.

Electronic court records the five are scheduled to appear at 9:30 a.m. They

are Markell Desettan Wiggins, Collin Lee Whitaker Jr., Kevin Dwayne Carswell, Dantee Brown and Shanta Venita Hines.

The record does not note arraignment dates for Reginald Savage and Bo’Neka McDaniel.

The seven were indicted in June on 15 counts alleging heroin sales of 100 grams or more over a period beginning in 2012 and ending around the time of the indictment.

Only one of the defendants, Hines, was granted pretrial release. Carswell and Brown waived detention hearings and the rest remain in federal custody.

The only documents pertaining to detention hearings which are public are those of Wiggins, McDaniel and Savage.

In the order remanding Wiggins into pretrial custody, United States Magistrate Judge Kimberly A. Swank noted the extent of drug trafficking involved; defendant's role in the drug trafficking operation; weapons involvement; evidence of gang involvement and use of children to avoid detection.

The orders do not go into detail.

Swank determined, “By clear and convincing evidence that no condition or combination of conditions of release will reasonably assure the safety of any other person and the community.”

She noted the weight of evidence against Wiggins is strong and weighed in his prior criminal history and participation in criminal activity while on supervision or release.

In denying McDaniel pretrial release, Swank noted the extent of drug trafficking involved in the case; defendant's role as a leader in what appears to be a sophisticated drug trafficking operation and evidence of gang involvement.

In denying Savage pretrial release Swank considered lack of employment history; extent of drug trafficking activity involved and the defendant's role in distribution of large amounts of drugs.

The indictment identified the seven as members of the Sex Money Murder Blood set.

DPS Mourns Loss of Deputy Secretary Gwen Norville

DPS Mourns Loss of Deputy Secretary Gwen Norville

RALEIGH -- Department of Public Safety Secretary Erik A. Hooks announced the passing of Deputy Secretary of the Division of Adult Correction and Juvenile Justice Gwen Norville Monday after a sudden and short illness.

Norville, 55, was named Deputy Secretary in May, with oversight responsibility for Prisons, the Office of Staff Development and Training, Combined Records, Women’s Services, and Correction Enterprises.

“Gwen was a passionate champion for correctional officers and prisons,” Hooks said. “She served the citizens of North Carolina with distinction and honor. She will be deeply missed.”

During her more than 30 years of experience in corrections, Norville’ s influence was felt in nearly every aspect of Prisons management and operations, from implementation of Justice Reinvestment reforms to correctional officer hiring and retention initiatives. She served in numerous positions of leadership prior to being named Deputy Secretary, most recently as Executive Officer for ACJJ.  Earlier leadership positions include Deputy Director of Prisons, Director and Deputy Director of the Office of Staff Development and Training, Correctional District Manager, Operations Manager, and Correctional Training Instructor.

Norville devoted much of her career to training. She was a certified instructor since 1991 and earned numerous specialty instructor certifications during her career. In recent months, she oversaw the implementation of the current correctional officer training program, in which new officers are sent to basic training academy a week after new employee orientation. She was also instrumental in the establishment of the Correctional Officer Physical Abilities Test (COPAT) several years ago.

A Kinston native, Norville firmly believed in the importance of giving back to the community and to her profession. She started the Bertie County High School Public Safety Cadet Program in Windsor, a program designed to inspire students to consider careers in corrections and law enforcement. She led the way in developing and implementing a statewide first-line supervisory and mid-level managers’ training program, and helped open the Confinement in Response to Violation centers in Robeson, Burke and Buncombe counties.

Norville also served as a member of the North Carolina Criminal Justice Education and Training Standards Commission. She was the co-developer of the R.E.A.C.T. model, a tool used to assist challenged prison facilities. An article appeared in the National Institute of Corrections Guidebook Series in June 2012.

Norville earned a Bachelor of Science degree in Criminal Justice from Mount Olive College, and an Associate in Applied Science Degree in Therapeutic Recreation from Carteret Community College.

“The state of North Carolina lost a diligent and faithful servant with the passing of Deputy Secretary Gwen Norville on Monday,” said Chief Deputy Secretary W. David Guice. “The number of calls and the overwhelming outpouring of support received by the Department in just the first few hours after her passing clearly indicated how loved and well respected she was by her NCDPS colleagues and the community at large. Her contributions to the state of North Carolina will be felt for many years to come, through the initiatives she implemented and the lives of inmates, staff, and community stakeholders she touched.  She surely made a positive difference and blessed our lives with her energy, sense of humor and generosity. We will miss her.”

Bogus money, drugs seized in Vance St. raid

Counterfeit money, marijuana and cocaine was seized late this afternoon following service of a search warrant in the 700 block of Vance Street.

Captain A.M. Harris of the City County Drug Task Force said Agent D.W. McKeel will do a follow-up investigation on the two $20 bills seized from the wallet of Thomas Anthony Thompson.

That investigation is likely to determine how Thompson, 29, came in possession of the money.

Harris said the bills seized were not movie money, something used in an August counterfeit case.

During the search of the residence, agents seized about 2 grams of cocaine and 10 grams of marijuana.

Harris said the search warrant was based on drug complaints in the area.

Agents and Roanoke Rapids police Officer M.J. Hunsucker executed the search warrant around 5 p.m.

With assistance from Agent D.R. Radford and his dog, Tony, the cocaine, marijuana and items of drug paraphernalia were seized.

McKeel arrested and charged Thompson with felony possession of cocaine, possession with intent to sell and deliver cocaine, possess marijuana up to one-half ounce, possession of drug paraphernalia, maintaining a dwelling for a controlled substance and possession of a counterfeit instrument.

He received a $20,000 bond with an October 25 court date.

Citizens may call Halifax County Crimestoppers at 252-583-4444 or log on to www.halifaxsheriff.com to report any drug activity.

Caledonia surplus going to aid Harvey, Irma victims

The goods are loaded Tuesday.

Every year, Correction Enterprises donates surplus cans of produce from the Caledonia Farm cannery operation at Caledonia Correctional Institution in Tillery to food banks for distribution to needy individuals and groups.

On Tuesday, Correction Enterprises donated two truckloads of goods to the Food Bank of Central & Eastern North Carolina in Raleigh for Hurricane Harvey victim relief in Texas and, possibly, to Floridians hit by Hurricane Irma through an organization called Feeding America.

The donated goods included 300 cases of canned sweet potatoes; 352 cases of canned green beans; 300 cases of canned baked beans; 66 cases of disinfectant; and 52,800 bars of soap.

Correction Enterprises Director Karen Brown said, “Our staff and inmates are very proud to partner with the Food Bank of Central & Eastern North Carolina and Feeding America to help hurricane victims.”

The cans were 105 ounces each, with all the vegetables grown at the 8,000-acre farm at Caledonia Correctional Institution. The farm helps feed the state’s 36,000 inmates.

“We must plan for a small surplus each year to ensure we never run out of food,” said Phillip Sykes, Correction Enterprises’ farm and food products general manager. “These cans contain food that was grown last year and we are now in the process of producing food from this year’s crop.”

According to Sykes, each year Correction Enterprises donates between two to 15 truckloads of fresh produce grown on the farm to food banks, depending on whether “we have a bumper crop,” he said.

“We had a few hundred cases of several products that were canned last fall in surplus. We had 300-400 cases of sweet potatoes in inventory from last year’s crop, and we are going to harvest this year’s crop in the next week or so and could afford to donate some and not run out of inventory for prisons.”

Carter Crain, the product logistics manager for the Food Bank of Central & Eastern North Carolina, said the organization is very appreciative of its relationship with Correction Enterprises.

“We hope to ship this out by the end of this week or next week,” Crain said. “This is great and will help many people.”

The top Men's finishers for RRHS were:
Jacob Bouchard 1st place
Kris Harris 8th place
Eric Baird 9th place
Braxton Harrell 12th place
Riley Mills 13th place
Nathan Dixon 15th place
Ethan Dixon 17th place

Morgan Davis 5th place
Brittany Milan 6th place
Kate Pleasant 7th place

Alexis Karns 15th place

Coach Mark Snead stated, "I am really pleased with both teams this week.  The men's team bounced back from finishing 2nd last week and won our home meet.  They ran really well and dropped some serious time today.  I am also happy for the women's team with their 2nd place finish.  To have a close meet with a strong team like Granville Central is something to be proud of.  Our girls have worked hard and it is really paying off.  Now we have to get back out on the practice trail and continue to push ourselves to get better each week.   With the makeup of this group of runners I know that won't be a problem."

RRHS will next run in another NCC meet at Oxford Webb High School on Wednesday September 20.
