RRPD roundup: Daycare break-in; attempted MV break-in

The Roanoke Rapids Police Department reported the following, according to Chief Chuck Hasty:

On Thursday at approximately 2:45 p.m., officers responded to Gingerbread House Child Care on Becker Drive about a person trying to enter the building.

Numerous officers responded to the business and spoke with staff.

Staff stated a man entered the building without authorization and refused to leave as requested.

The staff gathered the children and moved to a safe location as officers searched the building. They did not locate the person inside but Master Officer A. Salmon and Officer M. Worrell located a person matching the description on Becker Drive near Clearfield Drive.

The daycare staff identified the man as the one who entered the building.

Kelly Earl Langley, 33, of Enfield, was arrested and charged with breaking/entering and trespassing.

He received a $2,000 bond and February 23 court date.

Hasty said the man was apparently trying to solicit money.

Captain A. Bryant, Lieutenant P. Parks, Sergeant T. Tyler, and officers R. Cross and J. Shelburne assisted.

On Thursday at approximately 11:30 p.m., officers responded to the 900 and 800 blocks of Henry Street about people attempting to get into vehicles.

Officers saturated the area and located Joshua Blasie Sparks, 28, and Crystal Victoria Raimondi, 22, of Roanoke Rapids in the area.

Officer S. Blythe’s investigation into the report led to charges against Sparks and Raimondi for attempted breaking/entering of a motor vehicle.

They received $750 bonds and February 16 court dates.

Lieutenant B. Norton, Sergeant M. Moseley, Master Officer G. Colson and Officer C. Hagbourne assisted.

Halifax Regional operating under flu protocol

Halifax Regional is witnessing an exceptionally high spike in documented flu cases across the Roanoke Valley making flu prevention measures extremely important.

In the past month, the Medical Center has seen an increase in flu-related visits to the Emergency Department.

Specific numbers were not immediately available as of this report.

In response to this increase in influenza activity, Halifax Regional is asking community members not to visit the medical center unless you are a patient in need of treatment.

They are also implementing immediate visitation guidelines to decrease the spread of influenza among patients, visitors, and staff.

Effective immediately, Halifax Regional will implement the following visitation restrictions:

Children age five and under are not permitted in the medical center unless the child has an appointment or needs medical treatment.

Teens and older children are asked not to visit due to the high rate of influenza among those age groups.

Pregnant women and adults age 65 and older are discouraged from visiting the medical center.

Visitors with any flu-like symptoms — fever, cough, sore throat, fatigue, nausea, vomiting, or diarrhea — will not be permitted.

Only one adult will be allowed to accompany a patient in the Emergency Care Center.

Visitors should wash their hands before entering a patient room and upon leaving the room. Hand sanitizer is available throughout the hospital in convenient dispensers.

“Peaks during flu season are especially challenging for any medical center, but we want the community to know we’re doing everything we can to reduce wait times and treat people as quickly and effectively as possible,” said Will Mahone, president and CEO. “This includes bringing in additional staff, doctors and nurses to help care for the large amount of patients we currently have under our care.”

Flu shots are still being offered at Halifax Works Healthcare Express, 210 Smith Church Road, in Roanoke Rapids. “Getting vaccinated is the best measure to increase chances of avoiding the flu and decrease the risk of influenza spreading to others,” Halifax Regional said.

Flu prevention stations have been set-up at all entrances and are placed throughout the medical center.

The stations include personal protective equipment, such as hand sanitizer and face masks, to keep patients, visitors, and staff safe.

Basic precautionary measures should be taken as proper hygiene remains the best defense to prevent common viral respiratory diseases.

Personal hygiene and prevention of germ-spreading includes:

Frequent hand-washing with soap and water.

Cover mouth when coughing and sneezing.

Sanitary disposal of discharges from mouth and nose.

Williams has another double, double college game

ASHLAND, Va. – Randolph-Macon scored 30 points in the first quarter, which helped push them ahead to an 82-51 Old Dominion Athletic Conference victory against Hollins in Saturday afternoon action at Crenshaw Gymnasium. Randolph-Macon had four players score in double digits, including a pair of double-doubles from sophomores Kelly Williams (Garysburg, N.C./Halifax Academy) and Charlotte Woods (Richmond, Va./Trinity). Williams, the conference and nation's leading rebounder, finished the game with 20 points and 13 rebounds, while Woods -- second in ODAC rebounding -- pulled in 11 rebounds while scoring 12 points.

Woods led the game off with a trio of layups as R-MC (11-3, 4-2 ODAC) took the early 6-0 lead. After Hollins (3-11,  0-5 ODAC) scored a three-pointer with 8:29 to go in the period, the Yellow Jackets stymied the Hollins attack for more than five minutes as Hollins didn't hit another field goal until 3:23 to go in the first quarter. In the meantime, R-MC added 13 points to take a 19-3 lead. R-MC continued the run from there with field goals by junior Jayla Wade (Newport News, Va. / Heritage), Williams and sophomore Ashlynn Green (Spotsylvania, Va. / Spotsylvania), while freshman Becca Anderson (Amelia, Va. / Amelia Academy) added a three. Williams closed out the quarter with a pair of free throws as R-MC took a 30-10 lead into the second period. Williams finished the quarter with 11 points and five rebounds, while Woods added six points and six rebounds.

Hollins scored twice over the first minute of the second quarter, but a pair of steals by senior Teal Reynolds (Sterling, Va. / Potomac Falls) and junior Kelsey Wisner (York, Pa. / Central York) and their corresponding fast break layups added to the R-MC advantage. Randolph-Macon kept its lead comfortable through the second period, taking a 42-18 lead into the break. Wisner led the way in the quarter with four points and a pair of rebounds while Williams yanked in four rebounds.

After Hollins opened the second half with a jumper, Randolph-Macon went on an 8-0 run with Reynolds hitting a pair of shots and Woods and Wisner each adding a field goal as well. Hollins went on a 13-4 run through the middle of the period, taking the score to 54-33 with 2:13 to go. Junior Leara Shumate (Fishersville, Va. / Wilson Memorial) added a jumper with under 90 seconds to play and Wisner got the hoop and the harm with under 15 seconds to play to push the Yellow Jackets up to the 59-33 advantage.

R-MC and Hollins traded buckets for the early minutes of the final period. But the R-MC defense shined again, not allowing a score from the 8:49 mark until 4:44 to go -- while on the other side of the ball, R-MC continued its solid offensive work. With under 4:00 to play, sophomore Brie Zimmerman (Powhatan, Va. / Blessed Sacrament) got a pair of jumpers in a row, while Shumate added a pair of jumpers to close out the game and the 82-51 win.

Besides Williams and Woods, Wisner and Reynolds finished in double digits with Reynolds totaling 14 points and Wisner tallying 11. Rounding out the starters, Wade finished with two points. Arrington led the Yellow Jackets off the bench with seven, while Shumate scored six and Green and Zimmerman each finished with four. Freshman Elise Knobloch (Glenville, Pa. / Delone Catholic) added two.

Knobloch was huge all-around in the game, dishing out a pair of assists and pulling in four rebounds. Arrington, Wisner, Wade and Reynolds each had two assists as well while Williams totaled three on the night. Reynolds and Wisner were each credited with three steals while Williams and Knobloch added two.

The win marked Head Coach Carroll LaHaye's 598th win of her 36 year career at Randolph-Macon.

The Yellow Jackets now head to Lynchburg for two games in a row. They will take on Randolph first on Tuesday at 7:00 PM and return to face Lynchburg on Saturday at 2:00 PM. The team returns home on Tuesday, January 23 against Shenandoah at 7:00.

The charges stem from an investigation by Investigator J. Benthall which was reported on January 9 and allege Rabb assaulted the victim over a two-day period. The report says the alleged assaults occurred this month.

It was not clear whether Rabb was familiar with the victim as Hasty’s policy is not to disclose full information on sexual assault victims.

Winter weather advisory in effect

A city truck rolls by following the first January snow.

The National Weather Service has issued a winter weather advisory for all of central North Carolina for tonight and Wednesday.

The NWS said at its latest briefing snowfall accumulations of 1 to 3 inches are expected, with locally higher amounts possible across the north central and northeast piedmont.

The Roanoke Rapids Public Works Department said in a social media post it has fired up its brine plant and will be applying salt brine to streets throughout the day.

The department reminds residents, “If we have to plow snow, don't park on the street. The plows move snow from the middle of the street to the curb. We will clear our streets as quickly as we can.”

The threat of inclement weather has canceled a Roanoke Rapids City Council retreat scheduled for Thursday.

The retreat will be rescheduled for a later date not yet determined.

An earlier winter weather advisory has been upgraded to a winter storm warning, according to the National Weather Service.

The expected inclement weather has already forced closure of Roanoke Rapids, Halifax County and Weldon City Schools for Wednesday as of this report. Gingerbread House preschool will also be closed Wednesday.

City Manager Joseph Scherer said at this evening’s council meeting, city administrative offices and facilities will be closed Wednesday. They will reopen on a two-hour delay Thursday.

In his report to council this evening, the city manager said, “We are again facing a winter storm that will test our departments to respond effectively to provide for our citizen’s safety, which I know they will do with pride.”
Public Works Director Larry Chalker told council the department started brine production this morning and will continue applying the mixture to city streets throughout the evening. “All 93 miles will be covered with salt brine. It helps us to better remove any accumulating snow from the streets.”

The city is currently on its second supply of salt, which equates to an amount which fills two tractor-trailer size dump truck loads.

The city, Chalker said, continues to perfect its brine-making process and this year was able to produce 16 percent more brine while using 19 percent less salt. “Knowing that it’s $10,000 per order, that’s real dollars in savings.”

Chalker said current predictions are for 3 to 4 inches of snow to fall, but added, “We could see as high as 4 to 7. They’ve been talking an increased threat. In our area it’s difficult to get an accurate forecast. We’re planning for the worst, but hoping for the best.”

Chalker’s comments to council essentially fall in line with the NWS forecast, which says 2 to 4 inches of snow is possible through Wednesday afternoon and evening with locally higher amounts beginning in the early morning hours Wednesday.

Theater due diligence period progresses without obstacles

Roanoke Rapids City Council received a closed-session briefing on the progress being made to strike a final contract with the potential buyers of the theater.

City Manager Joseph Scherer confirmed this evening no action was taken following the briefing.

Earlier today Scherer said, referring to Tom and Evon McClean, who are in a due diligence period before buying the venue, “I believe they are pleased with everything they’ve looked at so far.”

Referring to City Attorney Gilbert Chichester, the city manager said, “Mr. Chichester has been in contact with their lawyers to finalize terms of their contract.”
Before going into closed session, Chichester said, “It’s been going well. Everything is on track. The due diligence has presented no obstacles. A closing date should be set in the near future.”

That period has allowed the McCleans to review documents, inspection reports, the building and its systems before signing.

In November, city council unanimously adopted a resolution which approved the final bid offer of the McCleans to buy the theater for $3 million. They have already made a $150,000 down payment. There were no upset bids.

Part of the resolution approved said, “Roanoke Rapids City Council deems it advisable and in the best interest of the city to sell its interest in the subject property to the successful bidder and convey its interest in said property by special warranty deed.”
