Vikings shine on senior night

Both Halifax Academy Varsity Vikings were on the winning side Monday night at home on Senior night. 

Seniors Kal Liles, Eric Williams, Donovyn Gary, Conner Lynch, Candice Smith, Kate Starnes and swimming athlete Laura Brady were honored before the Varsity games.

 

The Halifax Lady Vikings beat Rocky Mount Academy 57-25 and improved to a 16-1 overall record.

Whittle's Fundraiser set for Friday

The Dirt team (Disaster Immediate Response team) is hosting a 2 BBQ sandwich, slaw and chips bag fundraiser is being held this Friday January 26th for Darryl and Anna Whittle of Garysburg 11AM-1:30PM at Builders First Source on East 10th Street in Roanoke Rapids.

Mr. Whittle is emplyed at Kennametal and also the President of the Halifax/Northampton Midget Football League while Mrs. Whittle is employed at Roanoke Rapids High School as principle Williams secretary.

Just before the Thanksgiving holiday Darryl & Anna Whittle were hit head on by a drunk driver and are still in the recovery process and have quite some time to go causing them both to be out of work. 

Northampton/Halifax County and the City of Roanoke Rapids lets come together and be of some support to them because undoubtedly they have certainly been a support and served us in numerous ways over the years.

County crime roundup: Knife assault; heroin in lottery ticket

County crime roundup: Knife assault; heroin in lottery ticket

The Halifax County Sheriff’s Office reported an arrest in a January 9 assault and the City County Drug Task Force reported heroin was found wrapped in a lottery ticket following a Monday night traffic stop.

Morris

Chief Deputy Scott Hall reported on January 9 around 2 p.m., deputies responded to an address on Highway 903 outside Roanoke Rapids regarding an assault with a knife.

During the investigation, Sergeant B. Thompson and Deputy C. Carman learned two family members were in an argument and Raven Natasha Morris, 33, reportedly retrieved a small knife and attacked the other party.

During the assault, the victim received injuries to their face near the orbital area, cheek and nose as well as their back.

Morris fled the scene and was later arrested after she surrendered to deputies on January 12 around 9:30 p.m.

Morris was charged with assault with a deadly weapon with intent to kill inflicting serious injury and at the time received a $5,000 bond. She has a February 7 court date.

The report does not clarify their family relationship or the nature of the argument.

The victim in this case was treated and released from Halifax Regional Medical Center.

 

Task force

Captain A.M. Harris reported on Monday shortly after 9 p.m. Agent D.J. Epperson stopped a vehicle for a violation at a convenience store in the area of Highway 158 and Roanoke Avenue.

Epperson could reportedly smell the strong odor of marijuana coming from inside the vehicle.  

The driver was identified as Desmond King, 23, of Reese’s Store Road, Halifax.

He reportedly threw a lottery ticket to the ground while talking with the agent.

Agents D.W. McKeel and C.A. Parker arrived to assist.  

Agents retrieved the lottery ticket and unfolded it, finding it contained heroin.  During the search three dosage units of heroin were seized.

Epperson arrested and charged King for possession with intent to manufacture/sell/deliver heroin, possession of heroin, maintaining a vehicle/dwelling for a controlled substance, possession of drug paraphernalia, driving while license revoked and littering.  

King received a February 21 court date.

Documents tie Whitmore to disbarred attorney

Documents filed by the North Carolina State Bar show a relationship between a disbarred attorney and a man who is scheduled for trial in February in the December 2014 traffic death of a Roanoke Rapids woman.

State court records show Marquis Whitmore has a February 5 court date in the death of Leslie Fishel where he is expected to be tried for crimes associated with the crash which claimed her life at the intersection of Becker Drive and East Tenth Street. Multiple sources familiar with the case have indicated the trial is expected to proceed.

Whitmore remains incarcerated in the state Department of Public Safety on a series of drug charges which landed him a sentence of two years and three months. His projected release date is in April.

It was a relationship with Gregory L. Perry as his attorney which was one of the factors in the disbarment of the Halifax County attorney, who in March of last year surrendered his license to practice law pending a complaint against him before the Disciplinary Hearing Commission of the North Carolina State Bar.

In the 2017 documents regarding Perry’s disbarment Whitmore was never mentioned by name.

It was the bar’s complaint against Perry filed in October of 2016 which mentioned a relationship going beyond that of an attorney and client.

The bar sought three claims of relief against Perry, according to the complaint.

 

First claim

The first claim for relief dates back to December of 2013 when two of Perry’s clients were on the criminal calendar in Halifax County Superior Court and Perry did not appear or notify the court of his whereabouts. He was convicted of two counts of criminal contempt for failing to appear.

 

Second claim

Whitmore is named in the second claim for relief, the document noting Perry began representing the now 29-year-old Halifax County man in 2013, a man who the complaint states, “had a long history of drug-related charges and convictions on charges of possession of cocaine.”

In the fall of 2014, Whitmore’s phone was seized and examined by law enforcement in connection with another drug-related investigation.

Whitmore’s phone contained numerous text messages exchanged with Perry. “In text messages sent during September, October and November 2014, Perry made inquiries about purchasing heroin, marijuana and ‘pills’ from Whitmore. In these text messages Perry solicited Whitmore to engage in the criminal acts of possessing, delivering and/or selling controlled substances,” the complaint says.

These text messages were sent, according to the complaint, at a time when Perry represented Whitmore on drug-related charges. “Perry continued representing Whitmore despite the conflict of interest created by the fact that he was simultaneously soliciting Whitmore to engage in criminal acts.”

In February of 2015, Perry made false statements to a state bar investigator he didn’t have a personal relationship with Whitmore and he never tried to obtain controlled substances from him.

Other false statements, the complaint says, were that Perry’s fiancee did not have a cell phone during the period of time the relevant texts with Whitmore were exchanged and that his fiancee regularly used his cell phone and was the one who sent the text messages to Whitmore about acquiring drugs.

 

Third claim

The third claim for relief deals with Perry’s former fiancee, who had been appointed separate counsel in May of 2015 for larceny and breaking and entering.

From May 2 to May 4 of that year Perry visited his fiancee in the jail four different times. He attempted to visited her at 3:30 a.m. on May 2 but was denied entry because inmates were sleeping. “Each time Perry appeared at the jail he represented to jail officials that he was (his fiancee’s) attorney in order to gain access (to her). Perry’s attempt to access the jail at 3:30 a.m. was so out of the ordinary that jail personnel generated an incident report memorializing the event.”

When the sheriff learned about the attempted visit and that Perry falsely claimed representation of his fiancee, he reported the matter to the state bar. “Perry asserted that he had persuaded the (assistant district attorney) to dismiss (his fiancee’s) May 2015 charges by presenting him with a statement from the victim indicating she did not object to dismissal,” the complaint said. “This statement was false: The ADA  dealt exclusively with (the fiancee’s) appointed counsel and did not have any communication with Perry regarding dismissal of the May 2015 charges.”

Last March Perry signed an affidavit of surrender of his law license.

In the affidavit he acknowledged he was aware of the pending complaint he was convicted of contempt of court, attempted to acquire controlled substances from a client he represented on drug charges, misled jail officials in an effort to gain access to an inmate and deceptive in response to inquiries from the state bar.

“I acknowledge that the material facts upon which the pending complaint is predicated are true,” he said in the affidavit. “I am submitting my resignation because I know that I could not successfully defend against the pending disciplinary charges.”

 

 

 

 

 





Stephen Ray Little

Stephen Ray Little, age 32, of Roanoke Rapids, died Saturday, January 20, 2018.

Stephen was born in Halifax County and formerly was a commercial truck driver.

He was preceded in death by his grandparents, James C. and Daisey S. Butler and his uncle, Dennis Butler.

Surviving are his mother, Sandra B. Little; uncle, James Butler Jr.; cousin, Brian Butler; great uncle, Billy Louis Butler; great Aunt, Linda Lewis; best friend, Josh Melton; numerous cousins.

A memorial service will be held at 4:00 p.m. Thursday, January 24, 2018, in the Chapel of Wrenn, Clarke, & Hagan Funeral and Cremation Service with Stephen Melton officiating.

The family will receive friends immediately following services.

Norman Andrew Shearin

Norman Andrew Shearin, age 80, of Gaston, NC, died Saturday, January 20, 2018, at his residence.

Mr. Shearin was born in Halifax County, son of the late Woodrow W. Shearin and Gertrude Bradley Shearin.

He was retired from the J.P. Stevens Company and was a member of Antioch Christian Church. He was an avid quail hunter and loved hunting for Native American artifacts, especially arrowheads.

Preceding Mr. Shearin in death was his brother, Carson Shearin.

Surviving are his daughters, Regina Shearin Barnes (John Jr.), of Gaston, Susan “Sue” Shearin, of Roanoke Rapids, Lori Robinson (Lester), of Clemmons, NC, Margaret “Margie” Esidro (Dion), of Shawboro, NC; brothers, William, Robert, and Roy Shearin; sisters, Ellen Shearin, Betty Harlow, and Bonnie Overton; grandchildren, Savannah and Courtlyn Barnes, Shannon Hall, Michelle Adams, Ryan Smiley, Brittany Segundo, Jarrett and Marena Robinson.

Funeral Services will be held at 11:00 a.m. Thursday, January 25, 2018, at Antioch Christian Church with Minister Mark Wethington officiating.

Burial will follow in the Church Cemetery.

The family will receive friends at Wrenn, Clarke, & Hagan Funeral Home Wednesday, January 24, 2018, from 7:00 until 8:30.

Williams scores 37 to lead R-MC women's hoops past SU 68-62

ASHLAND, Va. - Sophomore Kelly Williams (Garysburg, N.C./Halifax Academy) recorded her 16th double-double of the season with 19 rebounds and 37 points, one point away from the program record, as the Randolph-Macon women's basketball team defeated Shenandoah 68-62 in ODAC action on Tuesday evening in Crenshaw Gym.

The first-place Yellow Jackets improved to 14-3 overall and 7-2 in ODAC play. The Hornets dropped to 7-11 overall and 3-6 in conference play.

Williams went 14 for 28 from the field and 9 for 11 from the free throw line. She tied the school mark of 38 points earlier this season at Shenandoah on Jan. 2.

Sophomore Charlotte Woods (Richmond, Va./Trinity) registered her seven double-double of the season with 17 points and 15 boards. R-MC held a 53-33 rebounding advantage. The Yellow Jackets pulled down 24 offensive boards.

All 28 of R-MC's field goals came in the paint, as the Yellow Jackets outscored the Hornets 56-32  in the paint.

Williams had five early points as R-MC jumped out to a 10-6 lead midway through the first period. Williams went 4 for 4 from the free throw line to give the Yellow Jackets a 16-11 advantage with 2:07 remaining. SU scored the final five points to make it 16-16 after one. Williams had 11 points in the first period.

The game was tied at 18-18 before Williams was fouled on a layup, but Charlotte Woods put in the follow to give R-MC a 22-18 lead with 6:35 remaining in the second quarter. The Yellow Jackets led 26-22 before Williams had six points in an 8-4 spurt as R-MC took a 34-26 lead with two minutes remaining. The Hornets would score the final three points of the period to trail 34-29 at the break. Williams had 21 points and 11 boards in the first half. All 13 of R-MC's first-half field goals came in the paint, giving the home team a 26-12 advantage on points in the paint.

Williams and Woods both had two layups as R-MC started the third quarter on an 8-0 run, taking a 42-29 lead with 6:15 remaining. The Hornets scored four straight before Woods and Williams added buckets to give the Yellow Jackets a 46-33 advantage with 3:25 left. SU again scored four in a row before a pair of inside baskets by Williams gave R-MC a 50-37 lead after three.

Woods had four points as R-MC started the final period on an 8-4 spurt to take its largest lead at 58-41 with 7:45 remaining. The Yellow Jackets were up 66-52 with just under two minutes left before the Hornets closed the game on a 10-2 run to give R-MC a 68-62 win.

Senior Teal Reynolds (Sterling, Va./Potomac Falls) paced the victors with six assists.

Randolph-Macon returns to action on Saturday, Jan. 27 with a 2 p.m. home ODAC contest against Roanoke. It is Back to the Hive, Alumni Day for the Yellow Jackets.

Chaloner middle schools basketball teams traveled to Gaston Monday afternoon to battle Gaston College Prep on the court.

Robistow chosen as county health director

Robistow chosen as county health director

The Halifax County Board of Health has named Bruce Robistow as its new director.

Robistow replaces Cardra Burns, who departed Halifax County in 2016.

Robistow was selected from a qualified pool of applicants and emerged as the top candidate after a rigorous interview and selection process, the county said in a statement.

Robistow has spent the last 17 years with Halifax Regional Medical Center serving in a variety of capacities, but in the last six years as vice president.

Prior to his employment with HRMC, Robistow served as a combat medic for the United States Marine Corps as a Navy corpsman, owned a respiratory home care business and also practiced as a respiratory therapist.

Robistow obtained his bachelor’s degree in applied science from Mount Olive College and obtained his masters degree in public health from UNC-Chapel Hill.

Halifax County Manager Tony Brown expressed his satisfaction with the selection of Robistow. “I am looking forward to establishing a positive working relationship with Mr. Robistow and look forward to his joining our Halifax County team.”

Board of Health Chair Justin Blackmon also commended the selection made by the board. “Our board is excited to welcome Mr. Robistow to Halifax County Public Health. His extensive background in health care and familiarity with our citizens and their needs makes him an excellent fit for Halifax County and for public health.”

Halifax County Board of Commissioners Chairman Vernon Bryant said in his capacity as a member of the Halifax Regional board he has worked alongside Robistow for severaI years. “He’s done an outstanding job as one of the vice presidents. I’m confident he is going to take the health department to the next level.”

Robistow’s first day with Halifax County is March 1.

He resides in Roanoke Rapids with his wife, Kathleen. “I am both proud and excited to have been selected to join the Halifax County team,” he said.

Commissioners set first two meetings for school improvement talks

Halifax commissioners have two special meetings set thus far to begin discussions on possible updated capital improvement plans with the three school systems in the county.

Meetings have been set with the county school board and the Roanoke Rapids school board. The county is still trying to confirm a date for discussions with Weldon City Schools, County Manager Tony Brown said today.

The first meeting will be held with the county school system on February 5 at 4:30 p.m. at its district office on Highway 301, according to the notice sent today.

The meeting with the Roanoke Rapids board is scheduled for 6 p.m. on February 20 at the media center of Manning Elementary School.

Notice of the meetings come after commissioners decided earlier this month to begin talks about possibly upgrading the current school improvement plan.

Brown said the plan is to sit down with the boards and discuss facility needs and update the plan sometime in the summer. “We want to partner with the schools so we can walk in same steps to get their facility needs and concerns addressed.”

The topics of these discussions will be what Brown described as capital, big ticket items, such as school building issues and renovations.

“This will be very important dialogue between the school boards and commissioners as it relates to long-range facility plans,” board of commissioners Chair Vernon Bryant said. “We just wanted to have an idea of where they’re headed as related to capital and take a look at that.”

Asked about whether Weldon High School would be moved up to the top priority for renovation or new construction both Brown and Bryant said that was a possibility.

Weldon was second on the list of priorities after discussions of a new Manning school were completed and the facility was opened earlier this month.

‘We have to look at all three,” Bryant said. “The last thing was Manning. We have to look at what’s next on the list. It looks like probably Weldon High School but there will be other things we have to look at. The whole purpose is to find out what their needs are. Even though Weldon High School is a priority, we want to find out the needs of the other districts as well.”

Discussions of reviewing and possibly revising the plan came to light in October when commissioners deliberated on funding a study of the current conditions at Weldon High School and discovery by Commissioner Marcelle Smith some of the schools in the current plan don’t exist.

Commissioners at that meeting agreed to take $38,000 from the county contingency fund to allow the Weldon system to pay for a study which could lead to recommendations on whether the high school should undergo renovations or whether a new school should be constructed.

The $38,000 was the price quoted by Raleigh-based Davis Kane Architects.

The company, in a July 21 letter to County Attorney Glynn Rollins, stated its goal would be to determine whether the school should be renovated or a new building should be constructed on a new or existing site.

The students recognized were Ahbree Greene, Weldon Elementary Global Academy; Christany Brown, Weldon Middle School; Kelsey Boyd, Roanoke Valley Early College; and Makeda Lars, Weldon STEM High School.

 

Employee of the month

Teacher assistant Lossie Purnell was named Employee of the Month for January.  

“Purnell is a person that goes above and beyond the call of duty,” the school system said in honoring her. “She works hard to help implement a positive and safe learning environment for our scholars. She plays a very important role daily in making sure the school’s transportation system works smoothly. She greets scholars with a smile every morning and afternoon. She is a true team player.”   

Purnell is often called upon by school administration to complete various tasks and she does it with a smile. “She eagerly assists teachers and students with small group activities, checking papers, putting up bulletin boards throughout the building, and laminating materials. You name, she does it. Ms. Purnell has been a dedicated and hard worker for the past 30-plus years and continues to take great pride in her job. Working with Ms. Purnell is truly an honor, and she not only has a passion for Weldon Elementary Global Academy but she demonstrates a passion for Weldon City Schools.”

Bettie Clements Collier

Bettie Clements Collier, 87, of 740 Warner Bridge Road, Garysburg, passed peacefully Tuesday, January 23, 2018, at Lawndale Manor Assisted Living Center in Garner, NC.

Bettie was born at home in the Beef Road Community in Greensville County, VA, December 1, 1930, to George Washington Clements and Effie Ella Rook.

She grew up on her father’s farm on the Beef Road.

She met Clayton Collier and they were married March 14, 1948. They moved to Warner Bridge Road where they would raise three sons and run the family farm for 69 years.

Bettie worked as a weaver for J.P. Stevens at both the River Mill and Rosemary Mill.

She enjoyed weaving and received the first award from J.P. Stevens for running an entire shift without a single second.

She enjoyed weaving and was very proud of that accomplishment.

She loved working with people and many people will remember her working as a waitress at Howard Johnson’s restaurant for many years. She ended her working career at Bayberry Retirement Inn.

Bettie and her husband Clayton joined their many friends to stop the Hazardous Waste Incinerator scheduled to be built in the area back in 1992.

Bettie served as President of the NCAP Board for several years and spent many hours lobbying in Raleigh and working with county and state representatives to protect the environment.  

She ran for Northampton County Commissioner in 1998 against a 30-year incumbent and was the first woman in Northampton County history to receive enough votes to earn a runoff.

Though she lost the runoff election, she was proud that she opened the door for other women to become involved and elected to public office in Northampton County.  

Her favorite hobbies were talking on the telephone with her friends, playing Dom Pedro card game with her family, reading the Daily Herald, and going to go-kart races and NASCAR races to see her sons drive.

She was a lifelong member of Forest Hill Baptist Church.  

Bettie is survived by her son Jerry Collier and companion Marie-Jose Taylor of Roanoke Rapids, her son Jeffrey Clayton Collier and his wife Cindy Thompson of Burlington, her son Joseph Michael Collier and companion Karen Conner of Wendell.

Bettie is also survived by one brother. Jimmy Clements of the Beef Road in Greensville County, VA,  three grandchildren, April Collier Stephens of Benson, Jeffrey Mark Collier and John Clayton Collier of Chesapeake, Va. Bettie has four great grandchildren: Abigail Bryana Stephens of Benson, Hayden Clayton Collier, Brenden Robert Collier, Mark Zabian Collier and Anthony Leland Collier all of Chesapeake, VA.

The family will receive friends from 12:00 to 1:30 p.m. Friday, January 26 at Forest Hill Baptist Church, 2103 Pine Logging Road, Skippers, VA. The Funeral Services will be held immediately after the Family Visitation at 1:30pm at the church. Rev Roger Collier and Rev Rick Ragen are officiating.

Burial will follow in the Collier Family Cemetery, 740 Warner Bridge Road in Garysburg.

A Conway woman was charged Wednesday on counts related to methamphetamine production.

The arrest of 47-year-old  Rachel Dawn Odell marks the second arrest in Northampton County on meth-related charges this month.

Lieutenant Mike Sledge of the Northampton County Sheriff’s Office said Odell’s arrest Wednesday is not believed to be related to the arrests of three people earlier this month in the Pendleton area where evidence of a meth lab was discovered.

The woman’s arrest Wednesday came as Down East Task Force agents, the North Carolina State Bureau of Investigation, the Hertford County Sheriff’s Office and the Conway Police Department worked with the Northampton County Sheriff’s Office on following up on drug complaints in the Pine Street area of Conway.

Agents discovered what appeared to be meth precursor outside and inside the residence. The precursor included Camp Fuel and Sudafed, Sledge said.

A search warrant was issued and the SBI Clandestine Lab Team responded to remove the hazardous material from the residence.

Task force agents arrested and charged Odell with felony manufacture of methamphetamine, felony possession with intent to manufacture  precursor, and possess precursor chemical with intent to manufacture methamphetamine.

She received a $30,000 secured bond was scheduled for a first court appearance today.

Sledge said it was not clear whether there was an alleged attempt by Odell to use precursor to make meth for sale or personal use.

“I’m proud of the results I am seeing from the Down East Drug Task Force,” Northampton Sheriff Jack Smith said in a statement. “My agents and other members of the Down East Drug Task Force are working hard on combating illegal narcotics in the three counties of Hertford,Northampton and Bertie.”

He was also appreciative of the efforts of the SBI, Conway Police Department and Hertford and Bertie sheriff’s offices. “The sheriff’s office and the Down East Drug Task Force will continue to follow up on all drug complaints throughout Northampton County.’
