Enfield man charged in '13 rape, incest case

An Enfield man was arrested Wednesday and charged with counts related to a 2013 rape.

125enfield

Randall Sears, 75, was charged following an investigation which was initially started in 2013 by Wake County Child Protective Services, Enfield police Detective Willie Murphy Jr. said this afternoon.

After that investigation leads went cold and the case was placed in an inactive status, Chief Tyree Davis said in a statement.

This past December Murphy received new information on the case and renewed its investigation.

The recent investigation led to arrest warrants on Sears for first-degree rape, first-degree sex offense with a child and incest with a child under the age of 13.

Murphy declined comment on the family relationship between the man and the child as well as the gender of the child.

Detective Graham Page arrested Sears, who was taken before a magistrate and assigned a $750,000 bond and February 7 court date.

Murphy said the case is ongoing. He declined comment on why Wake County received the initial complaint on the matter, which reportedly occurred in the summer of 2013.

RR man arrested on Northampton heroin trafficking counts

A Roanoke Rapids man surrendered to the Northampton County Sheriff’s Office Tuesday after learning he was indicted on heroin trafficking charges stemming from a September investigation by the Down East Drug Task Force.

Lieutenant Mike Sledge said in a statement Maalik Raekwon Robinson, 21, faces charges of trafficking by delivery of heroin; trafficking by possession of heroin; possession with intent to sell and deliver heroin; sale of heroin and maintaining a vehicle, dwelling or place to keep a controlled substance.

Sledge said in the statement Robinson is one of several arrests pending for the sale of heroin in Northampton, Hertford and Bertie counties.

Robinson received a $30,000 bond and January 29 court date.

Robinson was arrested in Halifax County last March on cocaine and heroin counts by the City County Drug task Force.

It is not clear the disposition of that case.

“I commend Agent Sledge and other members of the Down East Drug Task Force and the Northampton County Sheriff’s Office for their hard work in combating illegal narcotics in Northampton County,” Sheriff Jack Smith said in the statement. “My office will continue to work with other counties and local police departments. This is a prime example of when all law enforcement agencies work as one.”

Salmon murder: Reports entered showing Hawkins competent to stand trial

Halifax County Superior Court Judge Alma Hinton will continue her study of three reports entered as evidence which are said to show Gene Arnold “Root Root” Hawkins is now competent to stand trial in the 2006 murder of Roanoke Rapids businessman Shelby Salmon.

Hinton called for the documents to be sealed and they were not discussed in detail during a status hearing on the matter this morning.

Hawkins, who in 2013 was found incompetent to stand trial in the case, is currently housed at Central Regional Hospital in Butner.

Hinton confirmed the court had been given the reports and told Hawkins’ defense team and the district attorney’s office she saw no need for testimony in light of the reports.

The judge told the court she would take the matter under advisement until May 23.

Assistant District Attorney Keith Werner told the court the state “has concerns about his location.”

He said Central Regional “desires him to be transferred out.”

Said Werner: “He’s a danger to himself and staff. They’re very concerned. They want the assaults on staff of Central Regional to stop immediately.”

Hawkins is at the Butner facility on a Halifax County District Court ruling until July, Hinton told the attorneys.

“Central Regional is upset he’s there taking up space and feels he is a danger to the staff,” Werner said.

Said Hinton: “If I determine he’s competent to proceed (District Court) Judge (Turner) Stephenson’s order is still in effect.”

Philip Lane, one of the attorneys representing Hawkins, said, “Either party could file a request to expedite a hearing in district court.”

Hinton said her preference, however, is for the attorneys to prepare for her a plan of how to proceed either way based on her ruling and what steps will be taken in the case. “I want to give fair warning to be prepared for either outcome.”

In 2013, Hinton found Hawkins incompetent to stand trial. That ruling came after three medical experts testified Hawkins suffers from an organic brain dysfunction brought on by parental abuse, a drug overdose and a car wreck in which he was ejected from the vehicle as well as other factors.

Reasonings and factors for the change in his competency were not discussed during today’s status hearing.

Hawkins was arrested in the Salmon murder in 2009.

Salmon, who ran an investment company giving loans to people, was murdered at his Roanoke Avenue business and died from a close range gunshot wound to the head.

Halifax County crime roundup: Enfield, Weldon reports

The Enfield and Weldon police departments reported the following:

Enfield arrests

Chief Tyree Davis reported Detective Graham Page Thursday arrested Jeryl Jones, 47, of Enfield, on outstanding warrants.

The investigation started when the victim filed a complaint Jones failed to do the agreed upon work on their vehicle.

Page determined the victim’s vehicle and $1,600 were left with Jones for more than five months so he could do the work.

Page located the victim’s vehicle in the backyard of another person’s residence and only half the work was performed. The detective learned no work was performed since September.

Page obtained warrants on Jones for two counts of obtaining property under false pretense.

He received a $2,500 bond.

Davis reported Page and Corporal Shatel Coates Thursday responded to a residence on North Dennis Street for a medical assistance call.

Officers observed Melody Barnes, 39, on the front porch of the residence.

The homeowner had an active domestic violence protective order against Barnes.

On January 11 Page responded to the same residence, where Barnes was on the front porch causing a disturbance. The same order against her was active.

Officers learned there was no medical emergency, and Page again placed Barnes under arrest for violation of the order.

She was transported to the magistrate’s office and was ordered to jail without opportunity for bond.

Weldon arrest

Lieutenant Chris Davis reported Ivet Figueroa was arrested Thursday for the theft of a $105 comforter from Grant Park Laundry on December 10.

Officer N. Coles identified the 54-year-old Weldon woman as the alleged suspect and charged her with misdemeanor larceny.

She was taken before a magistrate and received a $500 secured bond with a February 13 court date.

Sergeant D. Newsome and Deputy K. Walsh of the Halifax County Sheriff's Office assisted.

Long-Gee named Rural Health CEO

Rural Health Group’s Board of Directors announced today Yvonne Long-Gee has been named chief executive officer effective immediately.

LongGee

Long-Gee is a registered nurse of 31 years with 30 years of experience in healthcare management.

She has been employed with RHG for more than 20 years and has served as a senior leader for the past 13 years.

“She is a compassionate leader with a great history of service to this organization,” said Clyde Johnston RHG board chair.  “Her expertise in operations and management, and commitment to ensuring our continued growth and level of care to the communities we serve make her ideal for this position. I’m confident our patients, staff, and providers are in good hands under her leadership.”

Long-Gee replaces longtime CEO Brian Harris who left earlier this month to work for the nation’s fifth largest community health center in California.

“It is my honor and privilege to be able to serve RHG and our community,” she said.

Founded in 1974, Rural Health Group grew out of a community collaboration of concerned citizens to provide low-cost and free health care services to people living in Northeastern North Carolina.

Rural Health Group continues to be recognized as a national leader in patient quality with locations across the region.

Just this month the company announced plans to offer Telemedicine.  Patients who are unable to see a doctor because of transportation issues or for example a mother who doesn’t want to load up her children in the car, can now see a provider using a smartphone or computer by logging into Rural Health Group’s website.

“Our telemedicine has really taken off,” said Dr. Ronald Hughes, RHG medical director. “It’s been really popular these past few weeks with the snow storms and flu outbreak.  People simply haven’t been able to get out or don’t want to risk being in a waiting room with those who may have the flu.”

The telemedicine clinic is currently open weekdays from 5 to 9 p.m. with plans to expand later this year.

WestRock to acquire KapStone

WestRock Company and KapStone Paper and Packaging Corporation today announced the signing of a definitive agreement in which WestRock will acquire all of the outstanding shares of KapStone for $35 per share and will assume approximately $1.36 billion in net debt for a total enterprise value of approximately $4.9 billion.

WestRock announced the agreement on its website, where a copy of the press release is located.

KapStone stockholders will have the option to receive $35 per share in cash, or elect to receive 0.4981 WestRock shares per KapStone share, with elections of stock consideration capped at 25 percent of the outstanding KapStone shares but no limit on the number of KapStone shares that can receive cash consideration.

KapStone’s chairman, Roger Stone, and president and chief executive officer, Matt Kaplan, have entered into voting agreements, pursuant to which they have agreed to vote their shares in support of the transaction, subject to certain limitations.

WestRock will finance the cash consideration through the issuance of new debt under a fully committed financing package.

WestRock expects to refinance existing KapStone debt assumed as part of the transaction upon closing.

KapStone announced preliminary, unaudited adjusted earnings before interest, taxes, depreciation and amoritization of $130 to $135 million for its fourth quarter 2017.

“KapStone is a great fit with WestRock. Their complementary corrugated packaging and distribution operations will enhance WestRock’s ability to serve customers across our system, particularly in the western United States, and the addition of their specialty kraft paper products that we do not make enhances our differentiated portfolio of paper and packaging solutions,” said Steve Voorhees, chief executive officer of WestRock. “Importantly, KapStone and WestRock share the same dedication to serving customers. We look forward to welcoming the KapStone team members to WestRock and working with them to help make WestRock an even better company.”

“The agreement to combine with WestRock is a testament to the tremendous company we have built and the hard work and accomplishments of the KapStone team,” said Kaplan. “The transaction enables us to deliver an immediate and compelling cash premium to our shareholders. As we began to understand WestRock’s principles, we realized how closely aligned our cultures are. As a result, we believe strongly that this will be beneficial to both our employees and customers.”

The deal is expected to broaden WestRock’s differentiated paper and packaging solutions portfolio with the addition of attractive paper grades and distribution capabilities.

The addition of KapStone’s complementary specialty kraft paper offerings that WestRock does not offer today enables WestRock to provide a broader product portfolio to existing customers, as well as provides new opportunities to sell WestRock’s enterprise-wide offerings to KapStone’s customers.

The agreement Increases the mix of virgin fiber based paper in WestRock’s paper portfolio. KapStone’s 3 million tons of paper is made using 78 percent virgin fiber and 22 percent recovered fiber.

This increases WestRock’s overall mix of virgin fiber from 65 percent to 67 percent.

The transaction is subject to a number of customary closing conditions, including a vote by KapStone’s stockholders, and is expected to close during the quarter ending September 30.

Upon completion of the transaction, KapStone will be integrated into WestRock’s Corrugated Packaging segment.

WestRock’s 45,000 team members support customers around the world from more than 300 operating and business locations spanning North America, South America, Europe, Asia and Australia.

KapStone operates four paper mills, 22 converting plants, and more than 65 warehouses and distribution centers located in North America. The business employs approximately 6,200 people.
